Box 549 Conover,North Carolina 28613 Subject: COMPLIANCE EVALUATION INSPECTION NPDES Stormwater General Permit NCG110000 Northeast WWTP (City of Conover), Certificate of Coverage NCG110145 Catawba County Dear Mr. Jones: On July 24, 2024, a site inspection was conducted for the Northeast Wastewater Treatment Plant (City of Conover) facility located at 3680 Hillview Dr, Catawba County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Andrew Evans was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG110000 under Certificate of Coverage NCG110145. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Lyle Creek, class C waters in the Catawba River Basin. As a result of the inspection,the facility was found to be noncompliant with the conditions of the NCG110000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Staff met with Andrew Evans. During the inspection, the following items were noted: 1. A SWPPP was not made available on site at the time of inspection. A SWPPP shall be created/maintained and kept on site for future inspections. 2. Qualitative monitoring records were not made available at the time of inspection. Ensure qualitative monitoring is conducted according to permit requirements and kept available on site. 3. Secondary containment is required for oils stored on site. Secondary containment shall be provided for all bulk liquid storage on site. 4. Biosolids are being tracked out of drying beds utilized for maintenance. Review good housekeeping practices on site and motify as necessary to eliminate biosolids exposure. Please give the above items immediate attention.This site will be reinspected on or after August 24, 2024. Failure to address the listed items above may result in a notice of violation.
