Pursuant to the 14 August 2006 Site-specific Variance from the State of North Carolina
Wetlands Standards [ 1 SA NCAC 2B .0231 ] granted to Mr. Ray Hollowell by the
Environmental Management Commission, I'm providing this status report.
Based on several November conversations with Mr. Hollowell and his staff, site
preparation and overburden removal has begun on the Avon/Kinnakeet Sand Mine on
Hatteras Island in Dare County, NC.
No sand has yet been sold to NCDOT.
I installed four reference groundwater monitoring wells with pressure transducers
adjacent to the tidal marsh restoration sites on 5 July 2007, my most recent site visit.
Appropriate depth and volume of material removal from the restoration sites will be
based on the six month background dataset. The wetland restoration specified in the
Mitigation Plan submitted to you during December 2006 is scheduled begin in February
2008.
