Sudan, P.E., Town Engineer Town of Holly Springs Post Office Box 8 Holly Springs, North Carolina 27540 RE: Town of Holly Springs Request for Adjusted Daily Wastewater Flow Wake County Dear Ms. Sudano: 1T W ® IE F1 On March 15,1995, the Division received your wastewater flow reduction request and supporting documentation concerning wastewater flows associated with present residences within the Town of Holly Springs. Your letter requested the Division allow the reduction of wastewater flows from 120 GPD per bedroom as required in required by North Carolina Administrative Code to 255 GPD per household for single family residential units. In support of your request, water. consumption data and wastewater information was supplied from households located in Holly Springs. An evaluation was completed by the Division in accordanceWith 15A NCAC.0219(1)(3) using the water consumption data submitted, twelve (12) months of data starting from January 1994. The peak month was determined to be January 1994 based on aversge wastewater generated per customer. Using the upper 10%u of the water consumption data for the month of January, eliminating industries, commercial properties and several inaccurate residential readings, Division staff verified the flow rate of 255 GPD per household. In view of the information submitted, the Division. of Environmental Management hereby approves the use of 255 GPD per single family residence in all applicable non -discharge permit applications for future wastewater collection extensions which will be made tributary to the Town of Holly Springs Wastewater Treatment Plant [;Permit No. NC0063096). This consideration applies to any applicable future projects submitted to this Division as well as any projects which are presently under review. Wastewater flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between the Town of Holly Springs and the Raleigh Regional Office. Morning Richard, See the attached revised application with updated information to swap out necessary pages. All comments related to the FTA, thus I am not including the FTSE as it remained unchanged. If you need anything else do not hesitate to reach out. Afternoon Richard, Hope you are doing well. I am working on adjusting the application to address your comments/questions below. One question before I simply submit back. The original application you received came directly from the Town. Meaning I do not have the original page with Ms. Parrish's signature. Considering the comments below (and preliminary responses in red), do I need to update the application, and get a new signature? Or can you swap out the pages that are adjusted, using the original copy provided by the Town for the signature? The last page with our signatures will remain unchanged. Thankyou, Daniel Woods, PE Peak Engineering & Design, PLLC (919)439-0100 1125 Apex Peakway Apex, NC 27502 From: Simpson, Richard <richard.simpsonl@deq.nc.gov> Sent: Tuesday, July 2, 2024 1:01 PM To: Daniel Woods <dwoods(@pea kengineering.com> Cc: Simpson, Richard <richard.simpson(@deq.nc.gov> Subject: Norris Crossing Phase and 4 Sewer System Extension Additional Information Request Hello Daniel, After reviewing the Fast Track Sewer System Extension Application for Norris Crossing Phase 3 and 4 (Application Number WQ0045554), additional information is required in order to further process the application. Please provide the following information by August 1, 2024, and note that the requested information must be submitted within 30 days of this request, or the applicant will be required to submit a new application and application fee in accordance with 15A NCAC 02T .0107. Any updates to the application can be sent as an attached pdf via email. 1—The latitude and longitude appears to be near Benson. Please update. Location Updated 2 - Section VI Item 7. What are the number of bedrooms with each unit? Expected development to be 3-4 bedroom houses. Sewer Flow take from approved sewer reduction Letter to the Town of Holly Springs. Letter is included with the application. 3 - Section VI Item 7. Will there be a pool associated with the project? If so, please included in the appropriate section. No 4 - Section IX.5 indicates the proposed project needs a 404/401 authorization. Please include the permits and/or permit application numbers. Yes, permit numbers referenced on the cover page. 5 - Topographical map and/or the aerial map provided are not sufficient. According to Section F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map needs to clearly identify the project area, including the closest surface waters, general Location of the gravity sewer, pumpstations, and force mains, and the downstream connection points for the receiving sewer. The USGS/site maps are in black and white and difficult to read. Also please indicate the direction of flow. Updated Map provided in color. Nearby small ponds are shown on the map. The closest large body of water downstream would be Harris Lake. Zooming out far enough to show Harris Lake would make for a scale too large to properly represent the project area. 6 - Section IX.6 is checked yes for additional environment permits per 15A NCAC 02T .0105(c) (6). Please clarify. A CLOMR is required for this project's creek crossing, also noted on the cover letter. 15A NCAC 02T .0107 Staff Review and Permit Preparation states: • "(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be advised how the application or accompanying supporting information may be modified to make it complete. The staff shall advise the applicant: (2) if all required information is not submitted within 30 days, the project will be returned as incomplete. Any resubmittal of a returned application shall be accompanied with a new application fee." Please contact me with any questions that you may have regarding this request. *Please note that the fee for fast track sewer extension permits has increased to $600 as of October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water Quality and Stormwater Fees, Section 12.14(a)].
