Amerco Real Estate Company is proposing to improve an existing Uhaul facility by removing
two buildings and constructing two new buildings. The Uhaul project boundary consists of
approximately 6.43 ac. The site is bound to the North by commercial and residential property,
to the West by Market Street, and South and East by residential and commercial property.
The nature of this FTA submittal is to permit a private sewer extension consisting of a gravity
sewer system collecting flow from three buildings and tying into an existing gravity sewer
system. Amerco Real Estate Company requests 1,491 GPD wastewater allocation produced by 3
buildings. One building is designated office/retail equaling 277 GPD. Another building is a U-
box storage warehouse equaling 200 GPD. The last building is a self storage building utilizing
1014 GPD.The combined flow from the three buildings equals 1,491 GPD.
The contractor for Amerco Real Estate Company will install a 6" gravity sewer system and tie
into a gravity sewer system that is maintained by Cape Fear Public Utility Authority, permit
number WQ0023468. Amerco Real Estate Company will own and maintain the private sewer
extension.
This sewer system extension is designed in accordance with NCDEQ minimum design criteria,
adhering to horizontal and vertical clearance requirements. The sewer system will be certified
in accordance with state regulations and the permit conditions.

Dear Mr. Cocanower,
In response to your 7/9/2024 email comments received regarding the UHAUL Project; we offer the
following responses:
1. Mr. Marcus Ezell is listed as the signatory for Amerco Real Estate Company. Because Mr. Ezell
is not listed on the NCSOS as a manager, please provide documentation that Mr. Ezell has
signature authority. Written approval from the president as listed in the NCSOS will suffice.
Response: Mr. Marcus Ezell has directly responded to this comment via email.
2. 277 GPD has been allocated to the office building as stated in the FTA. Please describe the
purpose of this office building and the corresponding flow/unit as found in the .02T Rules. If
using historical flow data, please provide.
Response: The building allocation was determined based on a combination of retail space and
office space. Two employees work in the building each day, based on general business/ office/
factories. Accounting for 25ga1/day x 2 employees = 50GPD. Then used the retail portion of the
building (2,266sf) as Stores and shopping centers without food service. Accounting for
226611000sf x 100 = 227GPD. Combining the 50GPD + 227GPD for a total of 277 GPD.

the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Given that:
a. The proportion and amount of Obligated,Not Yet Tributary Daily Flow(C)accounts for
33.5 %and 2.1000 MGD of the Available Capacity(E)in Pump Station
PS 89 ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
N/A MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity,namely
N. College Road Force Main and PS is in design or under construction with
Upgrades
planned completion in 2026 ;and/or
d. The following applies:
CFPUA has a funded Capital project to install a new 16-inch,20-inch, and 24-inch force
main along North College Road. This new force main will discharge into a new CFPUA
pump station that will repump this flow and send it directly to the wastewater treatment
plant. This new force main will replace an existing force main and redirect flow around
PS 89.This will reduce the overall average daily flow at PS 89 leaving adequate capacity
for this project.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over-allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.
