Describe the attachments or comments: The NCWRC understands the applicant has submitted a biological assessment to USFWS through USACE to initiate formal consultation as the proposed project will likely adversely affect several federally listed species, such as Tricolored Bat, Neuse River Waterdog, Carolina Madtom, Atlantic Pigtoe, Monarch Butterfly, and Atlantic Sturgeon. Our agency supports the concerns and recommendations that will be provided by the USFWS to minimize impacts to these resources as often our agencies work in conjunction with each other during such reviews. Therefore, we request the NCDWR consider the current reviews that are being undertaken to minimize impacts to several listed species and conduct their permit review process accordingly. Better management practices that may be presented are survey and relocation efforts for fresh water mussels and adherence to moratoria that would protect individual species as well as the designated NCWRC PNA habitats and designated NOAA critical habitat for Atlantic Sturgeon.
