Tweed, Vice President Heater Utilities, Inc. 202 MacKenan Court Cary, North Carolina 27511 Subject: Permit Modification / Permitted Flow Increase NPDES Permit NCO083925 Salem Glen Subdivision WWTP Davidson County Dear Mr. Tweed: The Division of Water Quality (the Division) has reviewed your request to increase permitted flow (received October 8, 2001) and subsequent supporting Engineering Alternatives Analysis (EAA) submitted on September 20, 2001 by your consultant (Diehl and Phillips, P.A). This permit modification has been noticed in newspapers surrounding the Davidson County area and the Division has received no public comments. Based on the documents submitted, your request to modify is hereby approved. Attached, please find change -pages reflecting this modification. Please insert these pages into your existing permit and discard the old pages. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9,1994 (or as subsequently amended). Concerning Discharge Alternatives. The submitted EAA compares discharge alternatives and concludes that Alternatives 8 and 9 are the most economically viable. The cost difference between these two alternatives is approximately 6%. While slightly more expensive, Alternative 9 combines surface discharge to the Yadkin River with seasonal wastewater reuse for golf course irrigation. Considering relative costs and the more environmentally sound alternative to reuse and conserve water, the Division shall require Heater Utilities / Salem Glen to pursue Alternative 9. Please be advised that prior to expanding the subject facility, you must submit a request to the Division's NPDES Unit for Authorization to Construct (ATC). The request must include all pertinent plans and specification (see NPDES web site, Instructions for ATC) and must be submitted a minimum of 90 days prior to beginning construction. Should the Division request additional information, this review period will be extended. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30) days after receiving this letter. Your request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Continue discharging 0.1 MGD of treated domestic wastewater from an extended - aeration package treatment plant consisting of: • an influent flow control chamber with bar screen, • a flow equalization tank, • two (2) 50,000-gallon aeration basins with coarse -bubble diffusers, • two (2) rectangular clarifiers with air sludge wasting and return, • ultraviolet (UV) disinfection with backup tablet chlorination/dechlorination, • effluent clear well, • effluent pump station, • flow measuring device; This facility is located at the Salem Glen WWTP off Dock Davis Road near Clemmons in Davidson County; and 2. After receiving Authorization to Construct from the Division of Water Quality, expand the facility to a 0.2 MGD wastewater treatment facility, and 3. The draft states WS-IV. Wastewater resuse on the golf course would be a preferable alternative to continuous discharge, if in fact not much additional cost, as stated. We will not object to the issuance of this permit provided proper O & M, and permit limits are consistently met. This is not needed. The previous permit did not have fecal monitoring because of the very high receiving -stream dilution or low instream waste concentration (IWC = 0.03 `4). Fecal is calculated using a dilution factor (331) and Salem Glen's factor, even for the expanded flow of 0.200 MGD, is -1782 -- over 5 times higher. No worries. If all else is well, I will add this note to the file as the sum of your draft comments. If Alternative 9 is only 6% higher cost, then they should go that route. To reiterate your comments, this would be less surface water discharge and (maybe) could allow for the decreased use of fertilizers at the facility. Recent Level B modeling @ 0.200 MGD indicates that "secondary limits" will protect water quality, therefore the only permit change is a TRC limit (28 ug/L) at the new flow rate, per Division policy for new and expanding discharges. I have their average flows over the last year and they only average .014 mgd. Seems like a really big jump! I need to speak with Kim Colson about the data they submitted. They were supposed to use a years worth of water usage to find the peak month but they submitted the treatment plant usage. I did speak with Joe last Friday about it. We weren't sure why the requests came in at the same time. Joe indicated they are bounded by land and can't go much further. only thing I could think of is if they wanted to redesign the lots to be smaller to include more homes. Table 1 presents the number of customers served by the plant for each month between September 2000 and August 2001, the average flow for each month, and the resulting average flow per house. September 2000 had the highest average flow per house (182 gallons per day per house). The upper 10% of the daily listings on the DMR were September 20, 21, and 25 with flows of .015, .017, and .016 MGD, respectively. The average flow for these days is .016 MGD, or 222 gallons per day per house for the 72 customers on the system in September 2000. (The flow listed for September 18 is a typographical error; it should be.0135 MGD to match the flow for the two previous days.) Heater Utilities, Inc. requests DWQ accept 225 gallons per day per house for all permitted development not yet tributary to the plant and for all future sewer extension applications.
