Director Division of Water Quality 23 January 2006 TO: Melba McGee, Department of Environment and Natural Resources FROM: Alex Marks, Division of Water Quality V_ SUBJECT: NEPA Environmental Report - Lake Norman WTP expansion, Lincoln County The Division of Water Quality (Division) has reviewed the subject December 2005 Environmental Report (ER) for Lincoln County's proposed water treatment plant (WTP) capacity increase. The Division previously provided scoping comments on the project in September 2005. Following are our comments on this initial draft ER. 1. The ER does not contain a discussion of the WTP's discharge or its effects on the proposed receiving stream. Future ER submittals for this project must include a more complete discussion of the WTP's discharge, or the County should be prepared to submit a full engineering alternatives analysis (EAA) upon applying for an NPDES permit. The Division's EAA guidance can be found on the internet at: http://h2o.enr.state.nc.us/NPDES/documents/EAAGuidance.DOC. 2. On page 19, the ER states that the Catwaba River Buffer Rules apply to a portion of the project's service area, yet Section 5.5.2 describes the Neuse and Tar -Pamlico river basin buffer rules. 3. How will wastewater generated by development that is spurred by the project be treated? 4. How will water quality impacts be mitigated in portions of the service area not regulated by the County's water supply watershed regulations? 5. Have Lincolnton and Lincoln County implemented any local regulations to manage stormwater runoff? 6. These and other DENR agency comments should be included in the document's appendix.
