Dear Mr. Huber:
The Division received a letter of request for an Authorization to Construct on December 13, 1999 and
final plans and specifications for the subject project have been reviewed and found to be satisfactory.
Authorization is hereby granted for installation of a flow paced sodium bisulfite dechlorination feed system and a
filtrate pump station at the above referenced facility discharging into an unnamed tributary to Stewart's Creek in
the Catawba River Basin. Chlorination and dechlorination equipment and parts shall not be used interchangeably,
once placed in-service.
This Authorization to Construct is issued with the following recommendations:
• The facility maintain a repair kit, including replacement diaphragms, check valves and bleed valves, for the
positive displacement pump used in the dechlorination system.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES Permit No.
NCO084549 issued July 22, 1996, and shall be subject to revocation unless the wastewater treatment facilities are
constructed in accordance with the conditions and limitations specified in Permit No. NC0084549.
The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-
215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions,
the Permittee shall take immediate corrective action, including those as may be required by this Division, such as
the construction of additional or replacement wastewater treatment or disposal facilities.
The Mooresville Regional Office, telephone number 704-663-1699, shall be notified at least forty-eight
(48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such

notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m.
on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility, a certification must be
received from a professional engineer certifying that the permitted facility has been installed in accordance with the
NPDES Permit, this Authorization to Construct and the approved plans and specifications. Mail the Certification
to the NPDES Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617.
Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified
water pollution control treatment system operator to be in responsible charge (ORC) of the water pollution control
treatment system. The operator must hold a certificate of the type and grade at least equivalent to or greater than
the classification assigned to the water pollution control treatment system by the Certification Commission. The
Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the
conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit each Class I facility at least weekly
and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and must properly manage
and document daily operation and maintenance of the facility and must comply with all other conditions outlined in
Title 15A, Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the Certification
Commission which designates the operator in responsible charge within: (A) Sixty calendar days prior to
wastewater being introduced into a new system or (B) within 120 calendar days of the following, (i) after receiving
notification of a change in the classification of the system requiring the designation of a new ORC and back-up
ORC or (ii) a vacancy in the position of ORC or back-up ORC.
The Operational Agreement between the Permittee and the Environmental Management Commission is
incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the
Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or
failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General
Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying with any
and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state,
and federal) which have jurisdiction.
One (1) set of approved plans and specifications is being forwarded to you. The Permittee shall maintain a
copy of the approved plans and specifications on file for the life of the facility. If you have any questions or need

Review Notes:
Chemical Storage: The facility is proposing to construct a containment
building to house the sodium bisulfate and the metering pump. A containment
spill pallet will be used for secondary containment. Building will be equipped
with leak detection and eye wash shower.
Material Compatibility: No issues. Piping is to be PVC and the pump will be
a diaphram positive displacement pump. The systems used for chlorination are

readily useable for dechlorination therefore, the ATC should contain language
prohibiting the facility to interchange these parts.
Compatibility with existing equipment: The proposed system is compatible
with the existing equipment.
Pump: Positive Displacement non -hydraulic, solenoid driven, diaphragm.
Mixing: Complete and rapid mixing is crucial. The application point is located
at a point in the system with high turbulence. Therefore the mixing
requirements can be met.
Contact Time: (minimum 30 seconds); not an issue.
Spare parts: The ATC should additionally recommend that the facility
maintain a repair kit for the pump including replacement diaphrams, check
valves, and bleed valves. Any material in intimate contact with the sodium
bisulfate solution will accumulate salt deposits on the surface of the material.
This is cause by the resolidification of the salt used for dechlorination.
Additionally, diaphram pumps most commonly fail through rupture of the
diaphram rendering the pump inoperable.
Additional notes: Care should be taken in establishing the chlorine
concentration used to calculate the dosing rate. Over dosing of sulfur dioxide
may result in the consumption of oxygen at a rate of 1.0 mg DO for every 4 mg
SO2. Oxygen consumption is only an issue if sulfur dioxide is over dosed
because of the rate of reaction. Sulfur dioxide will more readily react with
available chlorine. Therefore, the endpoint target chlorine level should be below
the chlorine toxicity level but positive.
The dosing rates, proposed by the facility, assume that the maximum chlorine
residual and the maximum flow rate occur simultaneously. In order for the
design of the proposed system to operate as designed (flow paced) there would
have to be a correlation between the amount of TRC and flow. Using the past
two years of DMR data the correlation coefficient between flow and TRC is
0.263. This would indicate that there is little correlation between flow and TRC
for this facility.
The ideal system would be either a feedback or feedforward system with flow
and TRC inputs. It is recognized that the cost of these systems may preclude
their use in many situations.
As designed the possibility exist that overdosing may occur resulting in some
oxygen consumption. However, since this is like to exert only a slight reduction
in the DO of the effluent no recommendation will be made.

PART III - EVALUATION AND RECOMMENDATIONS
The applicant, Charlotte Mecklenburg Utility Department, has applied for an o
Authorization to Construct to a pump station (PS) and dechlorination unit at the subject facility.
The dechlorination unit is being installed to improve effluent quality and to comply with any
future limits on chlorine that may be imposed by the Division. The PS will allow the WTP
operators to redirect the flow of filtrate from the belt filter press (BFP). Presently, the filtrate
from the BFP flows by gravity to the effluent from the clarifiers, where it has a retarding effect
on the thickening process. The proposed PS will allow filtrate to be directed to the backwash
lagoons; thereby improving the overall treatment process.
Based on our review of this request, it is recommended that the Authorization to
Construct be issued.

Dear Mr. Goodrich:
As the engineering agent representing Charlotte Mecklenburg Utilities, Hobbs, Upchurch
and Associates would like to request an Authorization to Construct for the subject project
as identified in this submittal.
Charlotte -Mecklenburg Utilities currently holds a NPDES permit allowing discharge of
backwash water and clarifier residuals from one outfall at the Franklin Water Treatment
Plant into Stewart Creek in the Catawba River Basin. The existing wastewater treatment
system consists of two holding lagoons, two backwash water clarifiers, one residuals
basin, two residuals thickeners, and a belt filter press.
The subject project involves the installation of a dechlorination unit and the addition of a
pump station to redirect the flow of filtrate from the belt filter press. The existing
NPDES permit does not establish an effluent limitation for residual chlorine.
Consequently, a dechlorination unit has not been previously installed. However, a
supplement to the current permit allows for the installation of a dechlorination unit.
Therefore, we are proposing the attached chemical feed system to improve the effluent
quality and the ability to meet any future discharge limits on chlorine.
The filtrate from the belt filter press currently flows by gravity to the effluent from the
backwash clarifiers. Consequently, it has a retarding effect on the thickening process.
By installing the proposed pump station, filtrate can be redirected to the backwash
lagoons; thereby improving the overall treatment process.
