Because this facility is not currently permitted for a .20 MGrD discharge, these plans and specifications are not valid. As such, they are being returned to you. A permit modification must be completed by the Division prior to obtaining an Authorization to Construct for any discharge greater than .14 MGD which is specified in the permit. You are free to submit a permit modification request with an Engineering Alternatives Analysis at any time. Drawer 4889, Cary, NC 27519 Enclosed are five sets of plans and specifications for the construction of the expansion of the Salem Glen WWTP, and a design summary that provides information to assist the review engineer. We request that you review the enclosed documents and issue an Authorization to Construct for the proposed improvements. The project is an expansion of the existing .10 mgd treatment plant to an effective treatment capacity of .20 mgd. The NPDES permit currently limits the average daily discharge to .14 mgd. Our consulting engineer is preparing an Engineering Alternatives Analysis to request the permit be modified to allow a .20 mgd discharge. Due to the time required to process an NPDES permit modification, we request the Authorization to Construct be issued for the submitted plans and specifications. The constructed plant would be rated for a capacity of. 14 mgd to match the current NPDES permit, and then be re -rated for .20 mgd when and if the NPDES permit is modified. The information required by 15 NCAC 2H.0138(b) (1) through (9), is included on the attached pages.
