If the USACE requests a response to any comments received as a result of the Public Notice, please provide the Division with a copy of your response to the USACE. Please see that attached. 2. The application states that the purpose is to construct a driveway, however the project drawings also include impacts to a wetland from what appears to be a walkway. Please clarify the proposed impacts and update the PCN or drawings accordingly. The site plan referred to was a draft of the first site plan. Final draft shows the home being moved away from wetlands in order to avoid the additional wetland impact for the walkway. Only impact being pursued is the driveway. See final site plan attached. 3. According to the application drawings, impacts are proposed to both streams and wetlands, however only wetland impacts are depicted on the PCN form. Please clarify the proposed impacts and update the PCN or drawings accordingly. See attached. Both Stream and wetland are depicted in the site plan now. 4. As noted by the US Army Corps of Engineers in a letter dated March 22, 2024, it appears that impacts from the walkway could be avoided with a slight design modification. Please provide justification of why this impact cannot be avoided.Please see the attached updated site plan which avoids the wetland impact for sidewalk. 5. Provide a detailed plan and profile drawing of the proposed culvert. See attached. 6. Please note that all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during culvert installation and during utility line installation. Please provide a construction sequence and dewatering details that show that dewatering is to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition . In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table. Please see attached culvert profile. This is an intermittent stream with season flow. Wetland and stream components are very dry with exception of rain events. Planning an install time with no flow or hydrology should be very easy to do. If needed we will temporarily dike stream for a few hours and pump stream hydrology around the road construction footprint. Release hydrology back into downstream as very low energy, so that no erosion or sedimentation transport takes place. All BMPs will be adhered to. Silt fence, celcer matting, warm weather grass and maintenance regiment after every rain will be performed. We will recess culvert 20% into stream channel Cap the culvert with clean fill. Coming in from the western side on the tract HOA owns and will not allow access. Duke power holds easement and will not let permanent structures in easement such as paved driveway.
