Per 15A NCAC 02T.0105(c)(6), directly related environmental permits or certification applications must be being prepared,

the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
relaxed sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of tile planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendulns for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Fast Track Sewer Extension Application — The Goodwin (Yield North) Infrastructure Phase I & II
Mr. Vinson.
Timmons Group is pleased to submit the following Fast Track Sewer Extension Application on behalf of The Town of
Holly Springs. This application is being submitted to request the addition of proposed gravity sewer installed within
the Goodwin (Yield North) Infrastructure Phase I & II project that connects to the Town of holly Springs' existing
sanitary sewer system.
This project consists of the following components- 950 feet of eight -inch (8") Ductile Iron gravity sewer, 1,239 feet of
eight -inch (8") PVC gravity sewer, 400 feet of twelve -inch (12") Ductile Iron gravity sewer, and 2,988 feet of twelve -
inch (12") PVC gravity sewer.
This gravity sewer system is designed to serve the build -out of the Yield North development. The expected flow
request generated from this development is 141,000 GPD. The onsite portion of this sewer will drain to the
concurrently permitted Yield North Pump Station
The "Offsite Gravity Sewer (Friendship Road)" will itself discharge into the existing 18" gravity sewer owned by the
Town of Holly Springs and previously approved in "Friendship Innovation Park Infrastructure Wastewater Collection
System Extension Permit", permit no. WQ0043522M.
This project requires authorization under a 404 Nationwide permit. The permits have been approved and include The
Woods Creek Road Widening project with the NCDWR Project No. 20221757 v.2 and Certification No. 6329 as well
as The Goodwin Commercial Development project/The Yield North Master Plan with the USACE ID SAW-2023-
01841 and a Certification No. WQC006399.
There is a separate permit for The Yield North Pump Station being submitted concurrently for reference
This application includes a transmittal, this cover letter, a Fast -Track Sewer System Extension application, and an
FTA form.

This letter Is in response to the Pre -Construction Notification (PCN) you submitted to
the Wilmington District, Raleigh Field Office on September 9, 2023, for a Department of
the Army Nationwide permit (NWP) verification. This project has been assigned the file
number SAW-2023-01806 and is known as Woods Creek Road Widening. This file
number should be referenced in all correspondence concerning this project.
A review of the information provided indicates that the proposed work would include
the crossing of five wetlands and three streams to widen an existing roadway. Impacts
at Wetland F would result in 0.008 acre of permanent wetland impact for roadway
grading (Impact 1A) and 0.009 acre of temporary impacts for a 10-foot construction
corridor (Impact 1 B). Impacts at Wetland E would result in 0.032 acre of permanent
wetland impact for roadway grading (Impact 3A) and 0.012 acre of temporary impacts
for a 10-foot construction corridor (Impact 313). Impacts at Wetland C would result in
0.002 acre of permanent wetland impact for roadway grading (Impact 5A) and 0.003
acre of temporary impacts for a 10-foot construction corridor (Impact 513). Impacts at
Wetland D would result in 0.047 acre of permanent wetland impact for roadway grading
(Impact 6A) and 0.005 acre of temporary impacts for a 10-foot construction corridor
(Impact 613). Impacts at Wetland B would result in 0.028 acre of permanent wetland
impact for roadway grading (Impact 8A), 0.002 acre for a 20-foot maintenance corridor
(Impact 8B), and 0.001 acre for a 20-foot maintenance corridor (Impact 8C), and 0.021
acre of temporary impacts for a 10-foot construction corridor (Impact 813). Impacts at
Stream H would result in permanent stream impacts for culvert extension (0.004 acre
(53 linear feet) at Impact 2A and 0.011 acre (179 linear feet) at Impact 4A); permanent,
no -loss impacts of 0.001 acre (10 linear feet) at Impact 4B for a dissipation pad; and
temporary impacts for a 10-foot construction corridor and stream pump around (0.001
acre at Impact 2B and 0.001 acre at Impact 4C). Impacts at Stream G would result in

0.004 acre (52 linear feet) of permanent stream impact for culvert extension (Impact 7A)
and 0.002 acre of temporary impacts for a 10-foot construction corridor and stream
pump around (Impact 76)- The project/review area is located along Woods Creek Road,
northwest of the intersection of Friendship Road and Woods Creek Road, running
parallel with US Hwy 1, in Holly Springs, North Carolina. The property is located at
35.684359,-78.895311 (center point), and includes portions of County PINs
0720932085,0720904944,0730033609,0730034435,0730036537,0730038536,
0730124768, 0730145033, 0730330409, and 0730347376 in Holly Springs, Wake
County, North Carolina.
We have determined that the proposed work is authorized by Nationwide Permit 14:
Linear Transportation Projects pursuant to authorities under Section 404 of the Clean
Water Act (33 U.S. C. § 1344)- The proposed work must be accomplished in strict
accordance with the general permit conditions, any regional conditions, the special
conditions listed in this letter, the application materials, and the enclosed plans. If the
extent of the project area and/or nature of the authorized impacts to waters are
modified, a revised PCN must be submitted to this office for written approval before
work is initiated. Any violation of permit conditions or deviation from your submitted
plans may subject the permittee to enforcement action.
This verification is valid until March 14, 2026, unless prior to this date the subject
NWP(s) is suspended, revoked, or is modified such that the activity no longer complies
with the terms and conditions of this NWP. If you commence or are under contract to
commence this activity before the date that the relevant NWP is modified or revoked,
you will have 12 months from the date of the modification or revocation of the NWP to
complete the activity under the present terms and conditions of this NWP.
Project Specific Special Conditions:
Suitable habitat for tricolored bat (Perimyotis subfiavus) may be present at the
site. On September 14, 2022, the USFWS published a proposal in the Federal
Register to list the tricolored bat as endangered under the Endangered Species
Act (ESA). The permittee understands and agrees that all work associated with
the clearing and removal of trees and removal or modification of culverts must be
completed prior to the effective date of the final listing in the Federal Register.
Work associated with the aforementioned activities not completed by that time
must cease and the permittee must contact the Corps' via N. Carmela Stock via
email at Nichelle.C.Stock(usace; army. mil or by telephone at (912) 724-8979 to
determine if additional coordination with the United States Fish and Wildlife
Service is required under Section 7 of the Endangered Species Act prior to
continuing work.
This NWP verification does not preclude the necessity to obtain any other Federal,
State, or local permits, licenses, and/or certifications, which may be required.

General Conditions (33 CFR PART 320-330):
1. The time limit for completing the work authorized ends on March 14, 2026.
2. You must maintain the activity authorized by this permit in good condition and in
conformance with the terms and conditions of this permit. You are not relieved of this
requirement if you abandon the permitted activity, although you may make a good faith
transfer to a third party in compliance with General Condition 4 below. Should you wish
to cease to maintain the authorized activity or should you desire to abandon it without a
good faith transfer, you must obtain a modification of this permit from this office, which
may require restoration of the area.
3. If you discover any previously unknown historic or archeological remains while
accomplishing the activity authorized by this permit, you must immediately notify this
office of what you have found. We will initiate the Federal and state coordination
required to determine if the remains warrant a recovery effort of if the site is eligible for
listing in the National Register of Historic Places.
4. If you sell the property associated with this permit you must obtain the signature
of the new owner as detailed in General Condition 29 and forward a copy to this office
to validate the transfer of this authorization.
5. If a conditioned water quality certification has been issued for your project, you
must comply with the conditions specified in the certification as special conditions to this
permit. For your convenience, a copy of the certification is attached if it contains such
conditions.
6. You must allow a representative from this office to inspect the authorized activity
at any time deemed necessary to ensure that it is being or has been accomplished in
accordance with the terms and conditions of your permit.

Conditions for Transfer of Compensatory Mitigation Credit:
• Once this document has been signed by the Mitigation Sponsor and the District is in receipt of the signed form, the
Permittee is no longer responsible for providing the mitigation identified in this form, though the Permittee remains
responsible for any other mitigation requirements stated in the permit conditions.
• Construction within jurisdictional areas authorized by the permit identified on page one of this form can begin only after
the District is in receipt of a copy of this document signed by the Sponsor, confirming that the Sponsor has accepted
responsibility for providing the mitigation requirements listed herein. When NCDMS provides mitigation for authorized
impacts conducted by the North Carolina Department of Transportation (NCDOT), construction within jurisdictional areas
may proceed upon permit issuance; however, a copy of this form signed by NCDMS must be provided to the District
within 30 days of permit issuance. NCDOT remains fully responsible for the mitigation until the District has received this

required in order to further process the application. Please provide the following information by

this request, or the applicant will be required to submit a new application and application fee in

1 — Section 11.4 has approximate Lat/Long and the project located on the West side of
Copperhead Road. Based on the site map, it appears the project is located East side of
Copperhead Road. Please confirm.
RESPONSE: This development will be located on the eastern side of Copperhead Road; the
Lat/Long coordinates have been corrected for clarity.
2 — Section 111.1. has your PE License Number as 34373. Please correct to 34374.
RESPONSE: The license number has been corrected.
2 - Section V1.6 indicates 100% commercial wastewater but Section V1.6 indicates there will be
factories or potential industrial. Please explain or correct.
RESPONSE: The '100%' value corresponds to the `Industrial' blank.
3 - Section V1.7 indicates the proposed project will have 141,00 GPD of flow. I need to know
how this number was derived and a breakout of the type of commercial/factory operations.
RESPONSE: This development will be an industrial park — no tenant companies have been
determined yet. Though the tenant is unknown at this time, demands for this project were based
on an approximate peak flow of 3.20 GPM/acre as a similar flow rate was applied to a
neighboring development of the same scenario. Applying this peak flow actor and the
development's size of 76.30 acres, the peak demand becomes approximately 245 GPM. With a
2.5 peaking factor, the average demand becomes approximately 141,000 GPM.
4 - Section IX.6 indicates the proposed project is not in a river basin with buffer rules. The Cape
Fear River basin has various buffer rules. Please check yes.
RESPONSE: `Yes' is now checked for the project being located within a river basin with the
basin identified as Cape Fear.
5 - Topographical map and/or the aerial map provided are not sufficient. According to Section F
of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map
needs to clearly identify the project area, including the closest surface waters, general location
of the gravity sewer, pumpstations, and force mains, and the downstream connection points for
the receiving sewer. The USGS/site maps are difficult to read and needs to be zoomed in. Also
please indicate the direction of flow.
RESPONSE: The topographic map and aerial map have been revised to now show the above -
mentioned items more clearly.

Good afternoon, All.
I was trying to get this permit out but need some clarification to one of my response
questions. The form ask for GPD and your response is in GPM.
3 - Section V1.7 indicates the proposed project will have 141,00 GPD of flow. I need to
know how this number was derived and a breakout of the type of commercial/factory
operations.
RESPONSE: This development will be an industrial park- no tenant companies have been
determined yet. Though the tenant is unknown at this time, demands for this project were
based on an approximate peak flow of 3.20 GPM/acre as a similar flow rate was applied to a
neighboring development of the same scenario. Applying this peak flow actor and the
development's size of 76.30 acres, the peak demand becomes approximately 245 GPM. With a
2.5 peaking factor, the average demand becomes approximately 141,000 GPM.
3.2 GPM/acre x 76.3 acres x 2.5 x 60 min/hour x 24 hours/day = 878,976 GPD
Or
141,000 GPM x 60 min/hour x 24 hours/day = 203,040,000 GPD
Both of those numbers are unreasonable....
Back calculating something more like: 3.2 GPM/acre x 76.3 acres x 2.5 x 60 min/hr =
36,750 GPH for one hour and
3.2 GPM/acre x 76.3 acres x 60 min/hr x
7hr/day = 102,547 GP/7 hours
Thus about 141,000 GPD for only an 8 hour day??
Please provide the calculation with the supporting data. Update the forms with proper
signatures if necessary.

I am happy to share additional information about the Goodwin (Yield North) Pump Station
(Application Number WQ0045546) for Ashley.
1. The 401/404 permit numbers are included in the cover letter in the 5th paragraph. I have
attached the cover letter, rewritten to make the permit numbers clearer. I have also
attached the approved permits.
2. There are no additional environmental permits needed for this project, the "yes" was
checked in error. An updated page 4 has been attached to this email that has the "no"
checked.
3. An updated USGS map with surface waters labeled and direction of flow in color has
been attached to this email. The aerial map is also included with the surface waters
labeled and direction of flow in color.
Please let us know if there is anything else we can clarify or provide to complete this
application.

Hello Ashley,
After reviewing the Fast Track Sewer System Extension Application for Goodwin (Yield North) Pump
Station (Application Number WQ0045546), additional information is required in order to further
process the application. Please provide the following information by August 1, 2024, and note that
the requested information must be submitted within 30 days of this request, or the applicant will be
required to submit a new application and application fee in accordance with 15A NCAC 02T .0107.
Any updates to the application can be sent as an attached pdf via email.
1 - Section IX.5 indicates the proposed project needs a 404/401 authorization. Please include
the permits and/or permit application numbers.
2 - Section IX.6 is checked yes for additional environment permits per 15A NCAC 02T .0105(c)
(6). Please clarifywhat permits.
3 - Topographical map and/or the aerial map provided are not sufficient. According to Section
F of the Application Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map
needs to clearly identify the project area, including the closest surface waters, general
location of the gravity sewer, pumpstations, and force mains, and the downstream connection
points for the receiving sewer. The USGS/site maps are in black and white and difficult to
read. Also please indicate the direction of flow.
15A NCAC 02T .0107 Staff Review and Permit Preparation states:
"(2) (e) If an application is accepted and later found to be incomplete, the applicant shall be
advised how the application or accompanying supporting information may be modified to
make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be accompanied
with a new application fee."
