Subject: Draft NPDES Permit NCO026921
Parkton WWTP
Grade II Biological WPCS
Robeson County
Attached with this letter is a copy of the Draft NPDES permit renewal for your facility. Please review
this draft carefully to ensure thorough understanding of the requirements and conditions it contains. We
understand from your renewal application that there have been no treatment system changes. There are a
few changes in the draft attached here from the existing permit. These changes are summarized below.
• Regulatory Citations - Language has been added where necessary in the permit to provide regulatory
citations for permit requirements.
• Electronic Reporting - Permit language has been modified to be consistent with the finalization of
federal requirements for electronic reporting.
• Language on the Supplement to Permit Cover Sheet has been updated.
• Ammonia (NH3-N) Limits - Under your current flow limit (0.2 MGD) this facility has had NH3-N
limits and Whole Effluent Toxicity (WET) requirements since the early 1990's. Documentation in
this time frame shows that the permittee accepted the addition of WET requirements and existing
NH3-N limits rather than receiving more stringent NH3-N limits. Revised ammonia criteria,
consistent with EPA requirements, no longer allow for the use of action level standards (like WET
testing in this case) to be used in place of otherwise required chemical limitations (more stringent
NH3-N limits). In response to this adjustment the NH3-N limits in the permit have been reduced as
shown in the table below:

Please be aware of footnote 4 in the effluent table in Section A.(1) which establishes a two (2) year
compliance schedule for meeting these reduced limits. The two (2) years will be from the effective
date of the final issued permit. Until that time, previous NH3-N limits will be in place. WET
requirements will remain in the permit since the facility has failed three (3) of the last seven (7) tests.

Total Nitrogen (TN) — Reporting for TN now includes the constituent parameters used in calculating
the value - TN = TKN + NO3-N + NO2-N, where TN is Total Nitrogen, TKN is Total Kjeldahl
Nitrogen, and NO3-N + NO2-N is Nitrate plus Nitrite Nitrogen, respectively. These values are shown
in the Effluent Table individually and are all required to be reported in your eDMR report.
Map Update — The permit map and descriptive information on the permit map have been updated.
Permit Expiration — The date has been changed to October 31, 2029 to allow for a nearly full five
year permit term.
The NPDES standard conditions (Parts II, III, and IV) that are a part of the permit are not included in this
draft document (cover, map, and Part I). The conditions are the same as in your current permit. The latest
version of the standard conditions is available at https://bit.ly/3k5NFaL and can be viewed online or
downloaded as a PDF file.
Concurrent with this notification the Division is publishing a notice in a newspaper having general
circulation in the Robeson County area soliciting public comments on this draft permit.
Please provide any written comments you may have to me no later than 30 days after receipt of this
draft permit.
Following the 30-day public comment period, the Division will review all pertinent comments and take
appropriate action prior to issuing a final permit. If you have questions concerning this draft permit,
please contact me by email at bradley.bennett@deq.nc.gov. At this time, contact by email is the most

required, the Permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the report
with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the
Water Sciences Section at the address cited above.
Should the Permittee fail to monitor during a month in which toxicity monitoring is required, then
monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test
requirement will revert to quarterly in the months specified above.
Draft Permit NCO026921
Should any test data from this monitoring requirement or tests performed by the North Carolina Division
of Water Resources indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls,
shall constitute an invalid test and will require immediate follow-up testing to be completed no later
than the last day of the month following the month of the initial monitoring.
A. (3.) SLUDGE MONITORING REQUIREMENTS
[G.S. 143-215.1 (b)]
The Permittee shall monitor facility -generated sludge (bio-solids) for mercury.

This will serve to meet the permittee's monitoring requirement.
A. (4.) ELECTRONIC REPORTING - DISCHARGE MONITORING REPORTS
[G.S. 143-215.1 (b)]
Federal regulations require electronic submittal of all discharge monitoring reports (DMRs) and program
reports. The final NPDES Electronic Reporting Rule was adopted and became effective on December
21, 2015.
NOTE: This special condition supplements or supersedes the following sections within Part II of this
permit (Standard Conditions for NPDES Permits):
• Section B. (11.) Signatory Requirements
• Section D. (2.) Reporting
• Section D. (6.) Records Retention
• Section E. (5.) Monitoring Reports
1. Reporting Requirements [Supersedes Section D. (2.) and Section E. (5.) (a)1
The permittee shall report discharge monitoring data electronically using the NC DWR's Electronic
Discharge Monitoring Report (eDMR) internet application.
Monitoring results obtained during the previous month(s) shall be summarized for each month and
submitted electronically using eDMR. The eDMR system allows permitted facilities to enter
monitoring data and submit DMRs electronically using the internet. The eDMR system may be
