Facility Summary
Aqua North Carolina, Inc. Operates a small wastewater treatment plant for Spring Creek Subdivision.
Spring Creek WWTP treats 100% domestic wastewater. This facility is a minor facility (flow < 1 MGD)
with a design capacity and permitted wastewater discharge of 0.08 MGD. The WWTP was originally
permitted in 1994. This facility utilizes the following treatment components:

• Flow equalization basins
• Dual aeration basins

Renewal Summary
This renewal contains the following changes:
• Updated Section A. (3.) to reflect current federal requirements for Electronic Reporting of
Discharge Monitoring Reports.
• Updated Outfall map
• Added new winter ammonia nitrogen limits to be in compliance with 2B .0404(c) - Winter Limits
can be no less stringent than 2 times the summer limits. New limits will go into effect January 1,
2029.
• Updated Total Nitrogen to include TKN and NO3-N + NO2-N as well as updated Total Nitrogen's
monitoring requirements. This was done to account for all components of Total Nitrogen for the
monitoring reports.
Compliance History
In the past 5 years, this facility has received 1 NOV in 2024 for violations detected during a compliance
inspection. Inspection found that facility was monitoring flow rates at a constant rate instead of permitted
requirement of composite sampling.

Notice of Intent to Issue a NPDES Wastewater Permit NCO083941 Spring Creek WWTP The North Carolina Environmental
Management Commission proposes to issue a NPDES wastewater discharge permit to the person(s) listed below. Written
comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. The Director of
the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest.
Please mail comments and/or information requests to DWR at the above address. Interested persons may visit the DWR at
512 N. Salisbury Street, Raleigh, NC 27604 to review the information on file. Additional information on NPDES permits and this

Carolina, Inc. [202 MacKenan Court, Cary, NC 275111 has applied for renewal of NPDES Permit NCO083941 for the Spring
Creek WWTP in Davidson County. This permitted facility discharges treated domestic wastewater to Fryes Creek in the Yadkin -
Pee Dee River Basin. Currently, BOD and ammonia nitrogen are water quality limited. This discharge may affect future
allocations in this portion of the watershed.
