Notary Signature >l�_ �� My commission expires h f l5laO tI Stormwater Permit Information Update Form Page 1 of 1 May 11,2017 CEDAR TREE PROPERTY OWNERS ASSOCIATION The Annual Meeting of the Cedar Tree Property Owners Association (POA) was held on Saturday, July 6, 2019, in the Clubhouse located in the Cedar Tree Sub-Division. President Roxanne Brennan called the meeting to order at 10:00 a.m. Also present was Vice President Normand Neligon,Secretary/Treasurer Carol Schwarz,Director Ruth Ann Campbell,and members of the Cedar Tree Property Owners Association listed on the Attendance Sheet, a copy of which is attached to the original minutes. Director Michael Ehart was not present. President Brennan welcomed everyone to the meeting and reminded all members to sign the attendance sheet. President Brennan then introduced the Board of Directors of the Cedar Tree POA. The following reports were distributed to the members present for their review: (1) An Agenda outlining the topics to be discussed (2) A Financial Report for the period January through June 2019 (3) A Summary of Work Completed from April 15 through July 5,2019 (4) A Schedule of Board and POA Meetings from July 2019 through July 2020 (5) A List of Cedar Tree POA Committee Members (6) A Cedar Tree POA Resident List (7) A List of Members responsible for handling the retention pond President Brennan announced that the first order of business would be for all members to sign the Voting Book and complete the ballot for the election of Board Members of the Cedar Tree POA. She reminded everyone not to sign the ballot. President Brennan announced that.Roseann Wetjen and Jeanne Hough have volunteered to receive and count the ballots. PRESIDENT'S REPORT: • Roxanne reviewed the Summary of Work Completed for the period April 15, 2019 to date, which indicated various projects completed throughout the community through the work of members who volunteered their time and effort. She thanked everyone who volunteered and noted that if we had to hire outside contractors we would have been spending approximately$2,000. • Roxanne announced that the ducks are still living in Cedar Tree. She advised that the refuge that we would have taken them to is in the process of moving,and they would not accept any ducks at this time. We will be notified when their move is completed, and then arrangements will be made to remove the dunks from Cedar Tree. • Roxanne then discussed the poor condition of our roads. She stated that she has received bids from several companies to repave and/or patch certain roadways in our community that are in poor condition. She stated that at this time we are trying to determine what the best way would be to pay for these road repairs, which cost approximately $90,800. Roxanne explained that when the roads were originally repaved in 2009,they were never sealed later and,therefore,they are now in need of repair. She stated that our plans are to patch and seal the cracks throughout the community. She advised that only the roadway in front of the clubhouse will be completely (paved/milled). When the work is completed, all 'the water that usually lies in front of the clubhouse will be diverted to the two spillways. At this point, many members expressed their concerns regarding the cost for this project. Several members suggested that we initially only pave the area in front of the clubhouse, and repair the remainder of the other roads later. Several members also recommended that we contact the county, state or the Town of Carolina Shores to try to receive funding for this project. Roxanne stated that she has submitted a request to the county for a grant and is waiting for their decision. She advised that once she has received a complete 1 package covering all costs involved, a meeting to vote on this project would be scheduled for all members to attend. Roxanne also advised that she has submitted a bid to a company for a"hump"to be installed to assist in diverting the water. She will keep the members advised. At this time, all ballots were completed and collected and Roseann and Jeanne removed themselves from the meeting to count the ballots. When the ballots are counted, the new members of the Cedar Tree POA Board will be announced. • Roxanne then discussed the poor condition of the pool. She stated that the plaster has cracked in several areas and once the weather changes, she plans to have the pool drained and the cracks repaired. Many members expressed their concern; i.e., Loretta Burkett asked if it was possible to delay the pool repair until after the swimming season; Gordie Titcomb stated that it would be better to patch the pool in cool weather; and Bubba suggested that we look into using an underwater patch, which can be done without draining the pool. Roxanne expressed concern that someone could possibly get hurt on the cracked plaster. Painting the pool was also suggested; however, Roxanne advised that the paint would not last very long. Roxanne advised that it would not cost $7,900 to re-plaster the pool. Many members expressed their concern regarding the cost involved for both the roadways and the pool. After a discussion, it was agreed to look into using an underwater patch to repair the cracks. Roxanne will handle. • Roxanne discussed the poor condition of the property located at 94 Cedar Tree Lane. She advised that she sent the property owner a letter stating that certain yard work must be completed by a certain date or we will arrange to have the work done, and submit the cost of approximately $1,100, to the property owner. She will keep the members advised. FINANCIAL REPORT: The members reviewed various income and expense items listed on the Financial Report for the past three months of 2019,which were previously distributed,a copy of which is attached to the original minutes. Carol reviewed the expense portion and stated that,among other things,the cost for water last month was increased due to the repairs made to operate the irrigation pump and sprinklers. John Sanchez advised the sprinkler is spraying water on the roadway in front of the clubhouse. Roxanne will handle. Carol also reported that a small fan was purchased for the pump house,mini flags were purchased for the clubhouse,and refreshments were provided for the volunteers who power washed the patio area, clubhouse and furniture. We also purchased marble chips and stones for the entrance and repaired a property owner's fence. Carol also reported that although we do not have any property owner delinquent with their POA dues,we do have one property that is in foreclosure. Our attorney has been notified and is handling this matter. The members will be kept up-to-date. Carol also advised that two properties are scheduled to be sold during the month: (1) 60 Holly Court and(2) 119 Cedar Tree Lane. After discussion,the members present approved the financial report. A copy will be posted on the bulletin board. COMMITTEE REPORTS: ARCHrrECTURAL REVIEW BOARD: Roxanne reported that the owner of Lot 46 was interested in building; however, due to the many restrictions caused primarily by the Town of Carolina Shores Zoning Laws and FEMA, the construction has been delayed. Gordie advised Lot Numbers 45, 46 and 47 are listed to be in a Flood Plain. He stated that the property owner for Lot#46 is now trying to receive a variance in hopes of being able to continue with their plans to build on this property. Tom Hough discussed the large amount of water that is lying on the right side of the entrance when exiting. A discussion followed and several members stated that the State of North Carolina had been contacted in the past regarding this subject and were told that they would repair this area when they could get to it. Bubba suggested that we contact the fire department and ask them to flush the clog out of the pipe,and give them a donation. This suggestion was well received by all members and Roxanne will contact the Fire 2 Department to determine if they will agree to assist us. John Sanchez also expressed concern that the pipe connecting the upper and lower ponds has deteriorated and it might be necessary to repair or replace this pipe in the near future. This matter will be addressed later. AESTHETIC COMMITTEE: No report was given. LIBRARY COMMITTEE: No report was given. ENTERTAINMENT COMMITTEE: Arlene Ruggiero, Chairperson,advised that there would be a cookout tomorrow at 2:00 p.m. She stated that the Entertainment Committee might plan another event in September. The members present expressed their appreciation for all the planning and work involved in holding these events throughout the year. COMMUNITY YARD/BAKE SALE: No report was given. CEDAR TREE TIDBITS NEWSLETTER: Ruth Ann Campbell advised that the newsletter is published the first of the month. She stated that if you would like something printed in the newsletter, you must give it to her by the 25d' of the month. She requested the members to notify her of any change in an e-mail address, or if a member gets a new e-mail, so that they will receive the monthly newsletter. She assured all members that their e-mail address will only be used for Cedar Tree information, and she will not send any jokes or anything not related to Cedar Tree. In addition, she reminded all members to let her know if you wish to have a birthday (just month and day) and/or anniversary date printed in the newsletter. WELCOME/CARDS COMMITTEE: Ruth Ann Campbell stated that she gave a welcome package to our new neighbor, Tara Carroll, who recently became the property owner of 114 Cedar Tree Lane,where she resides with her daughter Victoria and baby son Liam. PLANNING&ZONING BOARD: Ruth Ann Campbell advised that she is a Board Member and Normand Neligon is an Alternate Board Member of the Town of Carolina Shores Planning&Zoning Board(P&Z). She advised that currently she does not have anything to report from these meetings pertaining to Cedar Tree; however, all members interested are welcome to attend. The next P&Z Meeting is the Workshop Meeting scheduled for July 11, and the next P&Z Board Meeting is scheduled for July 22. Roxanne discussed the proper handling of the Retention Pond during a storm. She reminded all members on the proper procedure to follow when a serious storm arrives. She requested all members to act responsibly and contact Normand Neligon first, so he can coordinate with the other members on the list. She reminded the members that only those on the list are trained to handle the weir boards. If you are not on the list, do not handle the weir boards. 3 At this point, Roxanne presented Carol Schwarz with a card signed by many of the residents, along with a memory book containing pictures of her and the Board Members throughout the many years she served as Secretary/Treasurer of the Cedar Tree POA. Bubba Grothe expressed his thanks for the many years they served together on the Board,and the members present expressed their appreciation and congratulated Carol on her retirement. Carol thanked everyone for a very special tribute,which will always be a wonderful memory of her involvement with the management of Cedar Tree. ELECTION OF POA BOARD: At this time, Roseann and Jeanne announced that all Ballots previously collected were counted.
