So,technically, it could still work because it could be 5/8 Addinfo request, 5/9 Addinfo received, and permit 5/10. If strictly following procedures, we still have the issue of setting it back 90 days, but under manager's discretion, we could issue it earlier. This would also be similar to issuing it on a Friday afternoon as a filler, which we can do from time to time. So, unless you disagree, I will go ahcad with it. We are transferring in accordance with 143-214.7 (c5). Reference email I sent for clarification. 2. This was just a minor clarification via email so ! don't agree that it needs to be logged into BIMS. ! definitely would not consider it an official Addinfo. If you want to make if dear for a possible audit, then maybe we should just change the received date on that page to reflect the original BIMS received date of 2/10/23. It also presents problems because they have already had 2 Addinfos, and this would restart the clock at 90 days, which would delay the permit unnecessarily. It's up to you. Let me know. Signatures: Section B of the application says that only the proposed permittee is signing, but both the current and proposed have signatures? The permit text is set up for.1045(1)(c)/N.C.G.S. 143-214.7(c5). Ellis Coleman signed for the current permittee and his is listed as a manager with the NC SoS. Was this intended to be under .1045(1)(a)? 5 2. Addlnfo Events: This had the first Addlnfo on 1/26/23 and the response was 2/10/23. i see that you also emailed them on 5/8/23 asking for some small revisions to the application and that that page of the application was re-submitted on 5/8/23 and stamped "received" on that date. Even though it was a small request on 5/8/23 I think we still need to log those events as an Addlnfo and a response because if we were to get audited the dates in the paperwork need to match the dates in BIMS. Please log those events in BIMS. Each of the comments are repeated below,followed by our response. 1. 15A NCAC 02H.1045(2)(a): Since the current permit includes the original property owner, Alvin Bryan Willis, Ill,and it is desired to transfer the permit in accordance with 02H.1045(1)(a), it is also required that Mr. Willis sign the transfer application in section D on page 4. Also, please provide complete contact information for Mr.Willis,including phone number and e-mail address,in Section D.1-6 of the transfer application form. If the original property owner is not available to sign, then the transfer application can be revised where the proposed permittee is signing and accepting responsibility per 02H.1045(1)(c) and G.S. 143-214.7(c5)(reference requirements below).
