In accordance with the application for discharge permit received on September 30, 1998, the
Division is forwarding herewith the subject state - NPDES permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143.215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition.
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of
Administrative Hearings, Post Office Drawer 27447. Raleigh, North Carolina 27611-7447. Unless
such a demand is made, this permit shall be final and binding.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources,
Coastal Area Management Act, or any other Federal or Local governmental permits which may be
required.

diffused aeration chamber with 24-hr detention, clarifier, ultraviolet disinfection, and a 1,200-
gallon aerated sludge holding tank, located at the Iredell County Distribution Center, 711
Tomlin Mill Road, Statesville, Iredell County (See Part III of this permit), and
2. Discharge from said treatment works at the location specified on the attached map into an
unnamed tributary to Rocky Creek, which is classified as C waters in the Yadkin -Pee Dee
River Basin.

Summary
Facility has applied for a permit renewal with no modifications. It is recommended that
the permit be renewed as drafted.
The following notes were taken during the review of the application package:
On August 8, 1997 Rex Gleason prepared a memo stating that a recent
compliance evaluation inspection revealed wastestreams not identified i
original NPDES permit application. It was identified that wastewaterig

the acid pit and the oil/water separator was being discharged to the wastewater
treatment plant. Rex requested that Lowe's permit limits and requirments be
reviewed/modified to reflect the actual wastestream and that monitoring for pH,
influent and effluent oil&grease, as well as effluent MBAS be included in the
permit requirements. It appears that the facility was fined $5,297.47 in May of
1998 for permit violations. Region, please comment on the contents of the
wastestream. Are additional requirements necessary? The permit
application states 100% domestic flow.
Wasteload Allocation (prepared 1/25/93 : Limits were determined to be water
quality limited. A limit of 6.3 m(Summer) and 19 mg/l (Winter) was given
for ammonia. The remainder of the limits were secondary with the exception of
a chlorine limit of 28 µg/l. Instream monitoring was recommended for
temperature, and DO due to concerns over massive land clearing and alteration
of the site during construction.

Rocky Creek - good flow was observed in the receiving stream at the existing
discharge point. Significant site grading upstream has resulted in changes to
upstream topography. No downstream users are known. The area is predominately
rural with agriculture being the primary use.

There have been no changes to the permit and/or the WWTP since the permit was originally
issued nor are any proposed in this renewal.
Such being the case, it is recommended that the permit be reissued as requested pending
receipt and approval of the WLA.
