I talked to the APS group about it and they were in agreement that this should not be allowed given the type of discharge and the receiving water body. Thanks! Have a great weekend! James Mckay wrote: Dear Mr. Kelly: I have discussed this request with my supervisor, Gil Vinzani, Tom Moore of the Wilmington Regional Office, and others in the office. We agree that The Division of Water Quality cannot allow this as proposed. We believe that better Operation and Maintenance, along with a larger surge tank should take care of Bald Head's 'problems during heavy rain events. If Bald Head wants to proceed with applying for a new NPDES permit for the WWTP to discharge directly instead of non -discharge, a full SEPA including an EA and an Engineering Alternative Analysis would have to be performed. It is very doubtful that this would be successful since the waste water is currently disposed via a non -discharge process. I would like to modify that permit and increase it to 688,000 gpd and combine it with WWTP reclaimed water. This would only be for a maximum of 90 days per year. For the application, would I use EPA Form 2A or 2C and I assume an engineering alternative analysis would be required. Thank you, Autie Kelley **Autie F.
