The maximum, monthly average flow over the past three years (May 2021 through April 2024) is 0.157 MGD. The treatment process consists of filtration with pre -chlorine and Poly Aluminum Chloride (PAC) added to the raw water. The water is then treated with fluoride, zinc orthophosphate, sodium bicarbonate, and caustic before the clearwell. Backwash water from the filters is sent to a 500,000-gallon primary lagoon and a 300,000-gallon secondary lagoon where the solids are settled out and the supernatant discharged. Settled sludge that has accumulated is pumped out and hauled away for disposal. The existing treatment components at the water treatment plant are the following: • Filtration • 500,000-gallon lagoon • 300,000-gallon lagoon • Clearwell Chemical usage consists of: • Poly aluminum chloride (PAC) • Sodium bicarbonate Sodium hydroxide Sodium hypochlorite Zinc orthophosphate Fact Sheet for Permit Renewal Jun 2024 - NPDES Permit NC0056961/NCG590039 - Page 1 • Chlorine • Fluoride APPLICATION NOTES The City of Asheville is requesting a transfer of coverage from an individual permit to the NCG590000 General Permit. The old WTP application, Short Form C, was submitted for this facility in September 2021. As of 2022, permittees are required to complete and submit EPA's application forms in place of North Carolina's old ones. As the application was submitted before this change became mandated and significant time has passed between application and processing of the renewal/transfer, we will not require the re -submittal using EPA's forms and will proceed with what has been received. RENEWAL SUMMARY The City has requested to move to the NCG590000 General Permit. Based on the general permit's requirements, they are eligible for coverage and will be switching over. The new permit number is NCG590039. The individual permit (NC0056961) will be rescinded. MONITORING DATA REVIEW The eDMR data reviewed for this renewal is from November 2019 through April 2024. The most recent compliance evaluation inspection (June 2021) showed the facility to be in compliance, however the inspection summary notes that there have been several incidents involving the chemical tank farm in recent years and that an evaluation of all structures and plumbing needs to be performed to identify necessary improvements. They also strongly recommend that the tank farm be covered/enclosed to protect the structures and mitigate incidents. Only three NOVs have been issued during the past permit cycle for pH, TRC, and TSS. NCG59 GENERAL PERMIT ELIGIBILITY • Conventional treatment technology - eligible • They've passed > 75% of TOX tests within the last 4 years - eligible • They've passed all of the last four TOX tests - eligible • No metal limits required - eligible Conclusion: Eligible for NCG59 General Permit Fact Sheet for Permit Renewal Jun 2024 - NPDES Permit NC0056961/NCG590039 - Page 2 WHOLE EFFLUENT TOXICITY (WET) TESTING In accordance with current strategies designating this facility as a conventional water treatment plant, WET testing is required in this permit as freshwater Chronic [TGP3B] Pass/Fail Quarterly monitoring with Ceriodaphnia dubia at an effluent concentration of 29%. This facility has passed all toxicity tests from Jan 2020 through April 2024. REASONABLE POTENTIAL ANALYSIS (RPA) The need for toxicant limits is based upon a demonstration of reasonable potential to exceed water quality standards, a statistical evaluation that is conducted during every permit renewal utilizing the most recent effluent data for each outfall. The RPA is conducted in accordance with 40 CFR 122.44 (d) (i). The NC RPA procedure utilizes the following: 1) 95% Confidence Level/95% Probability; 2) assumption of zero background; 3) use of detection limit for "less than" values; and 4) streamflows used for dilution consideration based on 15A NCAC 213.0206. Effective April 6, 2016, NC began implementation of dissolved metals criteria in the RPA process in accordance with guidance titled NPDES Implementation of Instream Dissolved Metals Standards, dated June 10, 2016. A reasonable potential analysis (RPA) was conducted on effluent data collected between November 2019 — April 2024. Per the new guidance for water treatment plants, a flow (Qw) of 0.18 MGD was used. This flow is based on the maximum, monthly average flow during the past three years (0.157 MGD), with a 15% reserve capacity added and rounded to two significant figures. Based on this analysis, the following permitting actions are proposed for this permit: • Copper, Fluoride, Zinc — no reasonable potential to exceed water quality standards; predicted max < 50% of allowable concentration; monitoring being maintained for Fluoride and Zinc as the facility indicated these pollutants have the potential to be discharged.
