(LV9 CHARLOTTE DOUGLAS'm INTERNATIONAL AIRPORT Via E-Mail 26June 2024 Central Files North Carolina Department of Environmental Quality Division of Water Quality 1617 Mail Service Center Raleigh, North Carolina 27699-1617 Subject: Seasonal De -Icing Report National Pollution Discharge Elimination System (NPDES) Permit Compliance Charlotte -Douglas International Airport (CLT) NPDES Permit No. NCO083887 Central Files: In accordance with Part VII, Section B of the "Special Conditions" section of expired NPDES Permit No. NC0083887, Charlotte - Douglas International Airport (CLT) is providing information summarizing the amount of glycol and urea dispensed on the property during the winter season spanning from October 2023 through April 2024. Per the permit referenced above, Outfall 001 Discharge Monitoring Report (DMR) for May 2023 is additionally included. The total amount of glycol used during the 2023-2024 deicing season was reported to be 4,547 gallons prior to dilution. Of this amount, 4,295 gallons were sprayed by our service provider, International Deicing Services, Inc. (IDS). Their services are administered on behalf of CLT to all regularly scheduled commercial carriers providing flights from CLT, as well as FeclEx, UPS, and Amazon cargo companies. For General Aviation, which includes private and corporate flights handled by Wilson Air Center, the amount of glycol used totaled 252 gallons prior to dilution. CLT has discontinued extensive use of urea for deicing or anti -icing activities and did not distribute any during the 2023-2024 winter season. In an effort to minimize our environmental impact, the Airport now uses sodium formate as the primary solid deicer. The quantities presented for the 2023-2024 deicing season represent an increase when compared with what was reported to your agency for the 2022-2023 season. Though the volume of deicing fluid is relatively low when compared to seasons with frozen precipitation events, this rise over the 2022-2023 season can be attributed an additional 34,463 flights which occurred during the October 2023 to April 2024 time period. Field pH was 6.1 at sample collection time, but the lab measured 3.5 during the toxicity test. Unsure if possible sample contamination or other error somewhere. Plan to pull another toxicity sample with next rainfall to try again. pulled pH samples from each tank in the system and all were over 6.0. Left VM for Wes Bell on 6/11 at 11:42am. Discussed the issue with him on 6/13 at 10:48am.
