RETURN RECEIPT REQUESTED Onslow Water and Sewer Authority Attn: Frank Sanders Jr., PE PO Box 1415 Jacksonville, NC 28540 Subject Property: Hubert Water System Distribution Improvements For ONWASA Onslow County REQUEST FOR MORE INFORMATION Dear Mr. Sanders: On November 28, 2007, the Division of Water Quality (DWQ) received your application to construct a transmission water line from the Hubert WTP to the Bear Creek Elevated Water Tank. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1) You will be required to get the wetlands verified along the project corridor by the US Army Corps of Engineers. 2) Some of the impacts on the drawings indicate the amount of impacts (i.e. Clear & Grub 0.08 acres) and some do not. Please label all wetland impacts as "Temporary wetland impact # 1" etc... and indicate the amount of the impacts on the drawings. 3) The hatched areas indicated to be "Cleared and Graded" do not distinguish a difference between high ground clearing and grading and wetland clearing and grading. Please use different hatching to specify the two types and label as indicated in # 2. 4) Clarify the discrepancy of the 0.14 acres of wetland clearing that is on page 11 of 41 and not included in the PCN form for temporary impacts or is this in error for impact # 4 (99+20 thru 100+24) and should be 0.012, in addition the size of impact # 3 seems to be larger than # 4. Please review this and explain and correct. Please provide a detailed blow up of that area so we can see the break. Revise drawing and application accordingly. 6) Also on page 11 of 41 the note states to "Clear & Grub 0.08 acres" of wetlands, which is indicated under the Impact # 5 on the PCN form (page 8 of 12). Yet on page 12 of 41 the note states to "Clear & Grub 0.10 acres" of wetlands within the same impact zone (102+95 to 110+29), should these be added together? Please explain and correct this. Please respond within three weeks of the date of this letter by sending this information to me in writing and 5 copies of the information to Ian McMillan of the DWQ Oversight Unit Office. You will also need to send copies to Brad Shaver of the Wilmington Corps of Engineers. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
