The self-reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by Town of Boiling Springs indicates
violations of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include
failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the
land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for
which a permit is required.

Dear Mr. Pitner,
This letter is in response to the Notice of Violation received dated March 12, 2024, concerning the
Sanitary Sewer Overflow(SSO) that was reported for incident#202400515.On February 22, 2024,
our wastewater ORC received a call about sewer backing up in the apartments at Gracen Ridge at
338 West College Ave. Shelby NC 28152. He immediately called for wastewater personnel to
mobilize with our sewer jet cleaning machine and began jet cleaning sewer lines at this elderly
apartment complex.The blockage was cleared and shortly after at 8:30 pm found manhole #106
overflowing a small amount of sewage on the main sewer line below these apartments.This sewer
main line was jet cleaned to stop the SSO at 8:50 pm.Adult wipes were found to be the cause of the
SSO with two 5-gallon buckets full of adult wipes were removed manually from the manhole.The
estimated volume of the SSO was 500 gallons reaching the creek.
The Town FOG's customer guide was mailed to all Town of Boiling Springs residents in the March
2024 water bill and posted at the Gracen Ridge and Woodcreek elderly apartment complexes
