An easement across Forest Service land is the only access to the site from Garnet road (which served several former homesites). An existing unimproved road crossed Long Branch twice with no culverts. To minimize disturbance to the stream and site, the existing road bed was improved with culvert crossings to county subdivision road standards. The road alignment and stream crossings followed the previously approved roadway drawings that vrere given to the present owner by tl~e previous property owner. The Owner mistakenly assumed that all requisite permits were in place when the approved erosion control permit and Forest Service encroachment agreement was transferred to Longbranch Properties, LLC from the prior owner. The existing logging roads and stream crossings were incorporated into tl~e road and lot layout to minimize site and stream disturbance. Erosion control measures and storm drainage pipes have been installed to prevent further sedimentation of Long Branch and its tributaries. Restoration work will be performed in the dry to prevent sedimentation downstream. Long Branch will be piped during the placement of boulders and the installation of the drop/pools. MITIGATION. Description of Proposed Work. 1. Restore 100 If of tributary to Long Branch by removing existing 12" cmp and reestablishing stream channel with drops and pools. 2. Restore 100 If of Long Branch by installing boulder drop/pools and boulder streambank stabilization and grading to improve flood-prone area. 3. Enhance 180 If of tributary to Long Branch by replanting trout buffer. 4. Enhance 420 If of long Branch by replanting trout buffer. 5. Remove deposited sediment (by hand) 1500 If of Long Branch. The stream channel is unstable with down cutting streambed and undercutting and collapsing stream banks where the stream passes through an area that was clear cut by a prior property owner. The Owner proposes restoring 235 If of strearY~ to create a stable channel. The restored stream will be constructed as a Type'B' stream. Boulder. drop structures will be installed to create step pools to flatten the stream gradient and reduce the water velocity. The stream banks will be laid back to improve the flood-prone area. Boulders will be installed to stabilize the stream banks. Long Branch will be piped temporarily during construction of the new channel to prevent sedimentation downstream. The Owner proposes enhancing 385 If of stream to provide shade cover and a vegetative buffer for the stream. Riparian vegetation will be planted within the 25' buffer on both sides of the stream. The Owner proposes enhancing 1500 If of stream by removing deposited sediment in the stream. The sediment was deposited by earthwork activities by the present and previous property owner. The sediment will be removed by hand using shovels and 5 gal. buckets and placed on high ground and stabilized with permanent vegetation. Please refer to attached restoration and enhancement plans. Unnamed Tributaries to Lon Bg ranch Unnamed tributaries to Long Branch are first order streams. The unnamed tributary that runs through the clubhouse site originates from springheads 1500' upstream from the confluence with Long Branch. The stream was piped for 100 If with 12" crnp by a prior property owner. An existing logging road which has been unproved as a driveway crosses the stream above the clubhouse site. The Owner proposes to restore 185 If of stream by removing the existing culvert and rerouting the stream to create a stable channel. The restored stream will be constructed as a Type'B' stream. Boulder drop structures will be installed to create step pools to flatten the stream gradient and reduce the water velocity. The proposed channel will be constructed prior to diverting the water from the existing stream channel into the new stream channel. Riparian vegetation will be planted within the 25' trout buffer on both sides of the stream. The Owner proposes to enhance 135 If of stream contiguous to the clubhouse site where the strearnbank is unstable by installing a boulder wall. Riparian vegetation will be planted within the 25' trout buffer on both sides of the stream. The Owner proposes to enhance 50 If of stream k~elow the driveway crossing and to restore 50 If of stream above the driveway crossing. The enhancement involves planting riparian vegetation within the disturbed 25' trout buffer and cleaning out deposited sediment in the stream pools. The restoration involves constructing a stone headwall at the culvert inlet and installing several drop/pools with boulders to flatten tl~e stream gradient and reduce tl~e water velocity. The tributary will be piped around the restoration area during construction of the drop/pools and headwall. Riparian vegetation will be planted within the disturbed 25' trout buffer. The Owner proposes to enhance 250 If of unnamed tributaries at existing stream crossings where the 25' trout buffer was disturbed. Riparian vegetation will be planted within the 25' trout buffer on both sides of the stream. The Owner proposes to stabilize the outlets of piped stream crossings by installing a boulder under the outlet of the pipe. A drop/pool will also be constructed at the outlet to pond 6" depth of stream in the culvert and to reduce the velocity pf the water leaving the culvert. Please refer to attached restoration and enhancement plan. MORPHOLOGICAL ANALYSIS (LEVEL 11) Process: The longitudinal profile and pool and riffle cross-sections were shot by a surveyor under the direction of Robert Grasso. Parts of the longitudinal profile reflect the stream restoration work that was done to stabilize the stream below the culvert where the stream was down cutting. Summary: For the most part the existing and restored reaches of the Long Branch reflect an 'A4' type stream. I based that on the width/depth ratio, sinuosity and stream slope. However, the entrenchment ratio correlates to a 'B' type stream. The pebble count was somewhat compromised because of the sedimentation that had taken place (which was cleaned up by hand this past summer). The restored stream is stable and invertebrates were present when I conducted the morphological analysis. Please refer to the attached Morphological Measurement Table. Enclosed you will find the NPDES storm water records as required for the period beginning the week of March 1, 2004 through September 24, 2006. In addition please find a copy of the Section 404 and 401 permit application. The requested mitigation plan, including enhancement, restoration and streambed cleanup, is included in the Section 404 and 401 permit application. Much of the sediment removal from Long Branch has occurred since my receipt of the Notice of Violation and prior to submittal of this response. Following our conversation of last week, recognize that the approval of our proposed restoration and enhancement plans (in their entirety) will not occur prior to our scheduled meeting on October 10`x'. The following restoration and enhancement work for Long Branch and its unnamed tributary has already been implemented on the recommendations by my land planner, Robert M.
