On December 18, 2007, the Express Review Program of the Division of Water Quality (DWQ) received additional
information from Mr. Todd Preuninger of Withers & Ravenel. The DWQ has determined that this information is
incomplete. Please provide the following information so that we may continue to review your project and
prevent denial of your application as required by 15A NCAC 2H .0506:
1. Riparian Buffer Impact from BMP #2
a. In your December 20, 2007 submission, BMP#2 has added additional buffer impact to construct the outlet
swale and temporary construction access. The construction of the "temporary road" is allowable in the
Neuse River Buffer Rules provided that an acceptable detailed planting plan to restore the buffer is
submitted. Please provide the requested planting plan.
Please respond within five (5) days of the date of this letter by sending three (3) copies of this information. The
Express Review Program is a process that requires all parties to participate in a timely manner. Please be aware that
the Express clock will be stopped during the Christmas and New year holidays, resuming on January 2°d
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected
