is no longer required. Therefore, in accordance with your request, NPDES
CoC NCG500031 is rescinded, effective immediately.
If in the future your firm wishes to discharge wastewater to the
State's surface waters, it must first apply for and receive a new
NPDES permit.

I think that is fine. It's my understanding the Turkey Hatchery is not planned to be restarted, the Chicken Hatchery is
tributary to the Town of Rose Hill.

This annual fee is required by the North Carolina Administrative Code. It covers the administrative costs associated with
your permit. It is required of any person holding a permit for any time during the annual fee period, regardless of the facility's
operating status. Failure to pay the fee by the due date will subject the permit to revocation. Operating without a valid
permit is a violation and is subject to a $10,000 per day fine. If the permit is revoked and you later decide a permit is

Dear Mr. Rackley,
A compliance inspection of the Nash Johnson Turkey Hatchery was conducted on July 30, 2013. This
inspection was performed to verify that the facility is operating in compliance with the conditions and
limitations specified in NPDES Permit No. NCG500031 regarding the discharge of cooling tower and
boiler blowdown wastewater. This facility is currently not operating and it was indicated at the time of
the inspection that this site no longer discharges wastewater and is connected to the Town of Rose Hill's
sewer collection system. I have included information regarding the rescission of your current permit
and encourage you to contact the NPDES Permitting and Compliance Program with this request.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Water Compliance Inspection Report". There were no significant issues or
findings noted during this inspection, thus a response to this inspection report is not required.

Visited this site for a routine compliance inspection. I had been informed that the site was not operating and
had not been operating for sometime, it is still undetermined if the owner of the property will restart the
facility, modify it to some other purpose or sell the property. It was indicated by Mr. Steve Rackley that this
site is connected to the Town of Rose Hill's collection system and no longer discharges wastewater from the
cooling system or boilers. The site was inspected from the outside and no discharge was observed from the
building in the areas where the wastewater was previously discharged. No paperwork was reviewed for this
site. I have included information regarding permit rescission to the Permittee.

In accordance with your renewal application [received on December 8, 20061, the Division is renewing
Certificate of Coverage (CoC) NCG500031 to discharge under NCG500000. This CoC is issued pursuant to the
requirements of North Carolina General Statue 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection agency dated May 9, 1994 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the
Division. The Division may require modification or revocation and reissuance of the certificate of coverage.
Contact the Wilmington Regional Office prior to any sale or transfer of the permitted facility.
Regional Office staff will assist you in documenting the transfer of this CoC.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

Site map. If the discharge is not directly to a stream, the pathway to the receiving stream must
be clearly indicated. This includes tracing the pathway of a storm sewer to its discharge point.
Authorization for representatives. If this application will be submitted by a consulting
engineer (or engineering firm), include documentation from the Permittee showing that the
consultant submitting the application has been designated an Authorized Representative of the
applicant.

In accordance with your application for renewal of the subject Certificate of Coverage, the Division is forwarding
the enclosed General Permit. This renewal is valid until July 31, 2002. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated December 6, 1983. If any parts, measurement
frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to request
an individual permit by submitting an individual permit application. Unless such demand is made, this certificate
of coverage shall be final and binding.
The Certificate of Coverage for your facility is not transferable except after notice to the Division. Use the enclosed
Permit Name/Ownership Change form to notify the Division if you sell or otherwise transfer ownership of the
subject facility. The Division may require modification or revocation and reissuance of the Certificate of Coverage.
If your facility ceases discharge of wastewater before the expiration date of this permit, contact the Regional
Office listed below at (910) 395-3900. Once discharge from your facility has ceased, this permit may be rescinded.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division of
Water Quality, the Division of Land Resources, Coastal Area Management Act or any other Federal or Local
governmental permit that may be required.

years. This discharge has been eliminated within the

PART IV - EVALUATION AND RECOMMENDATIONS
The hatchery has 16 incubator units and 16 hatcher units.
Groundwater is heated or cooled as necessary and passed through
the units on a once through non -contact basis. No conditioners or
biocides are added.
In about 1988 the hatchery was connected to the Town of Rose
Hill sewer system. All wastewater including domestic waste,
hatchery waste and cooling water was connected. The company has
recently decided to disconnect the cooling water from the system
to reduce the cost for sewer service. Three outfalls have been
made to the adjacent ditches.
It is recommended that a permit be drafted and placed at
public notice containing standard conditions for non -contact
cooling water discharges. If no significant adverse public
comments are received, it is recommended that the permit be
issued for a period of five years.

By application received December 5, 1991 the applicant
proposed to discharge boiler blowdown water from one 500 hp
boiler at a rate of 25 GPD. Recommendations for permit issuance
were contained in a staff report dated January 16, 1992. By
letter dated April 2, 1992 the applicant states the desire to
install an additional 350 hp boiler. The total combined boiler
blowdown discharge volume would be 50 GPD.
It is recommended that this proposed minor modification be
made prior to submitting the draft permit for public notice.
Please find the attached product safety data sheets for the
boiler conditioners which are to be used.
