The Roanoke Rapids Sanitary District Wastewater Plant (WWTP) has a monthly Total Suspended
Solids (TSS) limit of 30 milligrams per liter (mg/l) and an 85 % removal requirement. The WWTP
was noncompliantfor January 2014 with a 47.1 mg/l TSS and an 81.4% removal.
The WWTP is experiencing bulking sludge. Microscopic examination reveals no filamentous
organisms. The sludge is finely dispersed and will not settle and therefore easily washes out
with higher than normal effluent flow.
The WWTP has two Trickling Filters that buffers flow from the Primary Clarifiers before reaching
the Activated Sludge System. With the lower plant flows of recent one Filter with recirculation
will accomplish the buffering needed. The Filters had both Rotary Distributors replaced in the
mid to late nineties. Unlike the Distributors of the past these Distributors were built with
bottom load bearings rather than top load bearings. The WWTP has experienced much trouble
with this style of Distributor. In 2012 funding was budgeted to have both Distributors rebuilt in
2013 and retrofitted with top load bearings. The first Distributor was in the process of being
machined for retrofitting when the bearing of the Distributor still in service failed. The lack of
no buffering between the Primaries & Activated Sludge System led to bulking sludge.
The bulking sludge caused two extremely high TSS results that led to the noncompliance. The
numbers were 570 and 152 mg/l. Without these anomalies the monthly average would be 22.0
and the percent removal 88.2. The two high numbers were due to higher than normal flows
and or pump malfunction. The average flow for 2013 was 3.6MGD. Flow average for January
2014 was 4.2, 600,000 gallons higher than 2013 average flow. January 2013 Influent TSS
average was 229 mg/l as compared to January 2014 187 mg/l or a 20 % decrease. This
contributed to the lower monthly % removal.

The WWTP spent significant funds and put in a great deal of effort to obtain compliance.
During high flow day's equalization tanks were used to store flow to minimize solids wash out.
Also, extra sampling and testing was done to improve the TSS monthly average.
To control the loss effluent solids the WWTP did the following. Approximately $77,500 was
spent to rebuild the first distributor. It is back on line but the zoogleal mass has been slow to
return due to more than normal overcast & rainy days and colder temperatures. Around
$9,900 was spent on polymer to aid settling.

U: Upstream, at 308 Rollingwood Road. D: Downstream, at 419 River Road in Weldon. The permittee may
discontinue influent, effluent and/or stream sampling at such times when adverse stream flows or extreme
weather conditions pose a substantial risk of injury or death to persons collecting samples. On such days,
written justification for sample discontinuance shall be specified in that month’s discharge monitoring report
(DMR). Sampling and monitoring shall resume at the first safe opportunity.
2. Monthly Average effluent CBOD5 and TSS concentrations shall not exceed 15% of respective influent value
(i.e., 85% removal is required).
3. The Division shall consider all effluent TRC values reported below 50 pg/l to be in compliance with this permit.
The permittee shall continue to record and submit all values reported by a North Carolina certified laboratory
even if these values fall below 50 pg/l.
4. Chronic Toxicity (Ceriodaphnia') at 1.1%; January, April, July and October [see A (2)].
5. Variable Sampling - Upstream/Downstream samples shall be collected weekly during June, July, August, and
September; and 2/month during the remaining months of the year.

The WWTP is experiencing bulking sludge. Microscopic examination reveals no filamentous
organisms. The sludge is finely dispersed and will not settle and therefore easily washes out
with higher than normal effluent flow.
The Roanoke Rapids Sanitary District Wastewater Plant (WWTP) has a monthly Total Suspended
Solids (TSS) limit of 30 milligrams per liter (mg/l) and an 85 % removal requirement. There is
also a weekly Fecal Coliform (FC) limit of 400 colonies per 100 milliliters (ml). The WWTP was
noncompliant for December 2013 with a 38.8 mg/l TSS and a 78.9 % removal. The WWTP was
also noncompliant for the week of 12/15-12/21 with a 728 Fecal Coliform. The monthly Fecal
Coliform limit (200) was compliant.
The WWTP has two Trickling Filters that buffers flow from the Primary Clarifiers before reaching
the Activated Sludge System. With the lower plant flows of recent one Filter with recirculation
will accomplish the buffering needed. The Filters had both Rotary Distributors replaced in the
mid to late nineties. Unlike the Distributors of the past these Distributors were built with
bottom load bearings rather than top load bearings. The WWTP has experienced much trouble
with this style of Distributor. In 2012 funding was budgeted to have both Distributors rebuilt in
2013 and retrofitted with top load bearings. The first Distributor was in the process of being
machined for retrofitting when the bearing of the Distributor still in service failed. The lack of
no buffering between the Primaries & Activated Sludge System led to bulking sludge.
The bulking sludge caused three extremely high TSS results that led to the noncompliance. The
numbers were 105.6,103.1 and 396.2 mg/l. Without these anomalies the monthly average
would be 10.1 and the percent removal 91.6. The first high number was due to a pump failure
which was feeding polymer to aid in solids settling. The other two high numbers was a result of
high flows. In two days 2.4 inches of rain fell. Maximum flow for these two days was 9.1MGD
with a peak of 16.2 MGD and 9.3 MGD with a peak of 16.1 MGD. Plant capacity is 8.34 MGD. In
December 2012, 3.6 inches of rain fell and the average daily flow was 2.8 MGD. This compares
to December 2013 where 7.8 inches of rain fell and the average daily flow was 4.1 MGD. This is
an 4.2 inch increase in rain and a 1.3 MGD increase in average daily flow.

The WWTP spent significant funds and put in a great deal of effort to obtain compliance.
The Fecal Coliform violation was a result of the solids washout. The solids put a high demand
on the disinfection system. In December 2012 the average daily feed of disinfectant was 577
micrograms per liter (ug/l) with an average daily Fecal Coliform of 7. This compares to
December 2013 which had an average daily disinfectant feed of 667 ug/l with an average daily
Fecal Coliform count of 197. This a 90 ug/l daily increase, a significant cost increase, which still
yielded in an over twenty fivefold rise in Fecal coliform.
During high flow day's equalization tanks were used to store flow to minimize solids wash out.
Also, extra sampling and testing was done to improve the TSS & Fecal weekly and monthly
averages.
To control the loss effluent solids the WWTP did the following. Approximately $77,500 was
spent to rebuild the first distributor. It is back on line but the zoogleal mass has been slow to
return due to more than normal overcast & rainy days and colder temperatures. Around
$9,350 was spent on polymer to aid settling. Additionally, approximately $2,700 was spent on
parts & materials to maintain the polymer feed system.

The WWTP is experiencing bulking sludge. Microscopic examination reveals no filamentous
organisms. The sludge is finely dispersed and will not settle and therefore easily washes out
with effluent flow. Laboratory comparison of data from this year to last at the same time
shows nearly a 50% increase in food to microorganism (F/M) ratio. Literature states a 10%
increase in F/M ratio can cause bulking sludge.
The bulking sludge caused three extremely high TSS results that led to the noncompliance. The
numbers were 176.0,142.0 and 186.1 mg/l. Without these anomalies the monthly average
would be 14.7 and the percent removal 93.4. The first high number was due to a pump failure
which was feeding polymer to aid in solids settling. The other two high numbers was a result of
high flow wash out due to 2.4 inches of rain in two days.
The Roanoke Rapids Sanitary District Wastewater Plant (WWTP) has a monthly Total Suspended
Solids (TSS) limit of 30 milligrams per liter (mg/l) and an 85 % removal requirement. The WWTP
was noncompliant for November 2013 with a 34.7 TSS and an 82.2 % removal.
The WWTP has two Trickling Filters that buffers flow from the Primary Clarifiers before reaching
the Activated Sludge System. With the lower plant flows of recent one Filter with recirculation
will accomplish the buffering needed. The Filters had both Rotary Distributors replaced in the
mid to late nineties. Unlike the Distributors of the past these Distributors were built with
bottom load bearings rather than top load bearings. The WWTP has experienced much trouble
with this style of Distributor. In 2012 funding was budgeted to have both Distributors rebuilt in
2013 and retrofitted with top load bearings. The first Distributor was in the process of being
machined for retrofitting when the bearing of the Distributor still in service failed. The lack of
no buffering led to the organic over load and the resulting bulking sludge.
To control the loss effluent solids the WWTP did the following. Approximately $77,500 was
spent to rebuild the first distributor. It is back on line but will take some time before zoogleal
mass can be established and buffering begins. Around $5500.00 was spent on polymer to aid
settling. Over $1000.00 of spare pump parts were on hand to be able to repair the polymer
pump as quickly as possible. Extra maintenance was done to the on line Distributor to keep it in
operation. The wasting was halted to bring the F/M ratio back in balance. Extra sampling and

testing was done to improve the TSS weekly and monthly averages. And during high flow dav’s
equalization tanks were used to store flow to minimize solids wash out.
The WWTP spent approximately $84,000.00 and put i
compliance.
