Box 308 Roanoke Rapids, NC 27870 The plant was in compliance. Findings during the inspection are shown on the attached checklist. When the new discharge line goes into use, a new limits page within the permit applies, primarily imposing a mercury limit. Please continue communicating progress on the new discharge project to our office, including pictures. DWQ will want to know when the line goes into service, but we will not need to physically inspect the site 48 hours before use. We will have enough information to give our approval without an inspection at that time. The State now requires wastewater plants with flows of 1 MOD or greater to have a stormwater program under general pennit NCG110000. The absence of this permit is why this is an NOV letter. An application form was left with Greg at the end of this inspection. The program centers around a Stormwater Pollution Prevention Plan (SP3), or manual, which will contain the many different components required by the permit. The SP3 is to serve as a repository for the documented observations, employee training sessions, analytical data from annual sampling and other elements of the program. Many plants are using a consultant to develop their site-specific manual because of the narratives, maps and checklists involved.
