PROJECT SUMMARY: Construct a 10' x 6' stepdown platform addition to an existing 24' x 16' platform, construct 2 covered boat slips 24' x 24', construct a 24' x 24' cover over 2 existing boat slips and to construct 3' catwalks to access the boat slips. Field Investigation Report Page 2 Project Setting The site of the proposed development is a 26 acre undeveloped tract located at the end of Mulberry Lane (SR 1333) adjacent to Mulberry Hill subdivision and adjacent to the Albemarle Sound. Mulberry Hill subdivision is located on the south side of Soundside Rd (SR-1114), in Chowan County. Elevation of the tract is approximately 11' above normal water level. Vegetation on this site consisted of pines and native lawn grasses on land and some cypress located near shore in the Albemarle Sound. Existing structures on this site include a 170' x 6' pier with a 24' x 16' platform and 2 boat slips. The site has 146' of bulkheaded shoreline. The approximate water depth at the end of the existing platform is 3' and no submerged aquatic vegetation (SAV) was observed. A CAMA general permit #A49574 was issued on August 28, 2007 to construct the bulkhead, pier, platform and 2 boat slips. The waters of the Albemarle Sound along the area of the applicant's property are closed to shellfish harvesting and are classified as SB waters by the Division of Environmental Management. There are no known archeological sites of geologic formations associated with the applicant's property. Development Proposal In order to provide additional moorings the applicant proposes to construct 2 covered boat slips with lifts with a 24' x 24' roof and also to construct a 24' x 24' roof over the existing two slips. The applicant also proposes to construct a 3' catwalk around the slips to provide access. The applicant proposes to construct a 10' x 6' stepdown platform addition to the existing 24' x 16' platform to allow for improved access to the pier and platform. Anticipated Impacts The existing permitted structures on this site shade 1308 square feet of Estuarine/Public Trust Waters. The proposed covered boat slips and platform addition will shade an additional 1212 square feet of Estuarine/Public Trust Waters. Temporary water turbidity will occur during construction. Mulberry Hill 101 Benbury Drive ~.~~~°~~ iViR~~ild~lf3~!t,~~~g' Edenton, NC 27932 ~`rz~~~rh ~iyy (252}333-7868 Proiect Narrative: Mulberry Hill Waterfront Access We operate a 3001ot subdivision located along the Albemarle Sound and adjacent to the Chowan Golf and Country Club, which owns the back nine that is surrounded by the development. Currently most of the waterfront has been sold and is occupied by single family homes with large piers. We have piers which stretch beyond 200' in length. On the remaining 145.9 feet of waterfrontage we have, under a general permit, we constructed a 175' pier with a 24x16 foot platform and two boatlifts. The walkway to the platform and lifts is 6' wide and is supported by 6x6" washed down pilings. The wet slips are currently supported by 10x10" pilings. What we would like to do is to provide our interior lot owners with a better access to the water and the ability to lift their boats up for the day and enjoy the sound. To that end, we propose to construct a stepped down section so that they could pull up and easily get into a small boat (runabout). We would like to construct two additional wet slips to further accommodate the interior lot owners. In order to walk around to boats held on the lifts, we would further like to construct catwalks or finger piers 3 feet in width and place two mooring pilings in the water. This proposal also contains a request to construct a cover over the slips. All of these proposed improvements would be constructed by Mulberry Hill Construction and Development with Carroll Forehand of Forehand's Bulkheading as its sub. Carroll has been in the marine construction for greater than 30 years and has done a fine job for us over many years. He has bulkheaded over half a mile for us in front of Mulberry Hill and his structure has held up through all that nature has thrown at it for the last 26 years.
