PROJECT SUMMARY: The City of Wilmington proposes to upgrade the existing Sweeney Water Treatment Plant (WTP) including the construction of a new retaining wall adjacent to the Northeast Cape Fear River. City of Wilmington Sweeney Water Treatment Plant c/o Sterling Cheatham Page 2 PROJECT DESCRIPTION The project is located on the east bank of the Northeast Cape Fear River, north of downtown Wilmington, at 407 Hilton Street, in Wilmington, in New Hanover County. The approximately 12.43 acre 3-parcel property has approximately 649 linear feet of frontage along the Northeast Cape Fear River. The site is currently used as the City's Water Treatment Plant (WTP) with associated buildings and parking. Currently, the capacity of the WTP is 27.5 million gallons per day (mgd), which provides drinking water to the City of Wilmington. The WTP withdraws raw water from the Cape Fear River that is protected from saltwater intrusion by the US ACOE Lock and Dam # 1. The site drains by way of overland and piped flow for ultimate discharge to the Northeast Cape Fear River that is located on the west end of the property. The highground elevation of the project area ranges from 8' to 37' above Mean Sea Level (MSL). Upland vegetation consists of hardwood trees consisting primarily of Oak. Other vegetation includes lawn grass and ornamental landscaping. The shoreline along the steep river band is stabilized by shrubbery. There is a narrow strip of coastal wetland located on the most northern portion of the property that consists primarily Smooth Cordgrass (Spartina alterniflora) and it is fronted by historical riprap type of material for shoreline stabilization. Arcadius finalized an Environmental Assessment (EA) for the Sweeney (WTP) during October 2007. The EA primarily covered the expansion of the Sweeney WTP and its impact on the surrounding areas. The EA did not include development that was located within the 75' Estuarine Shoreline Area of Environmental Concern (AEC). However; the EA did focus on the increase of withdrawal from the Cape Fear River and additional discharge to the Northeast Cape Fear River. The Northeast Cape Fear River is approximately 800 feet wide at the project site. It's waters are classified as SC, by the NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Northeast Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The highground portion of the project is classified as "Developed" by the Wilmington-New Hanover Land Use Plan. The CAMA Areas of Environmental Concern and any area located in the 100-year flood plain are considered to be classified as "Conservation". PROPOSED PROJECT The City of Wilmington proposes to upgrade the existing Sweeney Water Treatment Plant (WTP) including the construction of a new retaining wall adjacent to the Northeast Cape Fear River. The upgrades to the facility would include expansion of the WTP with a new equalization (EQ) basin, pump station, and clarifier tank would be added on the west side of the property. Some existing abandoned buildings located on the west end of the property would be demolished and rebuilt within the interior footprint for the proposed structures. The application states that the existing stormwater management system would be retrofitted to handle additional stormwater runoff for the ne~v development, as well as improved mitigation for stormwater runoff from existing, unchanged development. The proposed upland development would have a final impervious coverage from 51.8% to 52.4 %. Development located within the 75' Estuarine Shoreline AEC would 1.5% of the total percentage. The proposed expansion would potentially increase the water treatment capacity from 27.5 mgd to 44 mgd. The applicant also proposes to stabilize the shoreline adjacent to the new, development with the construction of a new approximately 300 linear foot vinyl retaining wall (cut-off wall). The application states that the new retaining wall would be located entirely on highground above normal high water (NHW) and designed to minimize uncontrolled concentrated points of surface runoff by catching sheet flow and piping it through the cut-off wall and associated riprap (See project narrative and Sheet B6). ANTICIPATED IlVIPACTS Approximately 1.5% (6,874 sq. ft.) of the 10.52 acres of proposed development would be located within the 75' Estuarine Shoreline AEC. Please note that the site wil( be permitted and constructed at one time by way of three separate and simultaneous phases, which have a total limit of disturbance of approximately 10.52 acres. Please reference the attached site location map. The site is currently developed and used for the Sweeney Water Treatment Plant, which provides drinking water to the City of Wilmington. Currently, the site drains by way of overland and piped flow for ultimate discharge to the Northeast Cape Fear River to the west of the site. The Northeast Cape Fear River has a watershed classification of SC;Sw according to the surface water classification database and confirmed by the North Carolina Department of Environment and Natural Resources (NCDENR) on May 21, 2007, as shown within the attachments. The property can be described as mildly sloping in the center of the property, with much greater slopes along the west, north, and east sides of the property. The elevations throughout the property range from 8 ft mean sea level (MSL) near the western portion of the property fronting the river to 37 ft MSL near the center of the property. The site is zoned as "Light Industrial" according to New Hanover County parcel information. The CAMA Land Use Plan indicates that the property is designated as "Urban." According to the New Hanover County Soil Survey, soils on the site are considered "Urban Land." A geotechnical survey of the property has been conducted by an independent geotechnical engineer, and an excerpt from the resulting report that is applicable to this narrative is included in the appendix. The seasonal high water table elevation (SHWTE) ranges from approximately 5 ft below ground surface (BGS) to greater than 7 ft BGS, as confirmed by Vincent Lewis from NCDENR on August 13, 2007. The site does contain a small amount of coastal wetlands, as flagged by Robb Mairs of the NC DENR Division of Coastal Management on December 14, 2006. Please refer to the wetland survey in the appendix for more information. No other wetlands are located on the property, as indicated by an environmental consultant on June 20, 2007, as the site is nearly all built upon, and open areas Sweeney Water Treatment Plant 2 Of 8 CAMA Major Permit Application were greatly disturbed in the past. The wetland survey is awaiting verification by the Army Corps of Engineers. Conversations with Jennifer Frye at the Corps have indicated that she has completed a "desktop determination" of wetlands on the site and did not require field verification. Due to the Corps' large backlog of wetland surveys to certify, our office does not anticipate receiving the signed survey in the near future. However, after the survey has been signed, it will be forwarded to the applicable regulatory agencies. It is important to note that the redevelopment plan for the Sweeney Water Treatment site does not include the impacting of any wetlands. Protect Description The scope of the project includes the expansion of the water treatment plant. More specifically, a new equalization (EQ) basin, pump station, and clar'rfier tank will be added on the west side of the property. A pump station will be added on the east side, buildings will be demolished and rebuilt within the interior of the site, and new underground piping will be added to various areas of the site. In addition, the current stormwater management system will be retrofitted to handle stormwater runoff from the new development, as well as improved mitigation for runoff from existing, unchanging developed areas. The proposed development will include approximately 217,199 ft~ of rooftop area, 77,260 ftz of roadway (includes 3,498 off-site), 9,106 ft2 of sidewalk (includes 97 ft2 from off-site), and 21,622 ft2 parking area. Overall, the project will have a final impervious coverage of 52.4% whereas the existing impervious coverage is 51.8%. CAMA Major Plan A CAMA Major permit will be required for the development due to the activities proposed within the 75' area of environmental concern (AEC) including the demolition and removal of a dilapidated building, grading, road improvements, addition of an equalization basin, and bank stabilization along the eroding riverbank. Some grading will occur within the 30' buffer, but no proposed structures will be located within the buffer. The eroding riverbank will be stabilized using acut-off wall. The cut-off wall will be made of vinyl sheet piling and will extend approximately 300 linear feet along the riverbank. The wall will be located above the Normal High Water Line and coastal wetlands. A cut-off wall has been proposed because it will minimize riverbank disturbance and avoid vegetation impact, will reduce future erosion from runoff, and is more easily constructible. It will also allow for the addition of vegetation on the river side to further stabilize the bank. It will also help to minimize uncontrolled concentrated points of surface runoff by catching sheet flow and piping it through the cut-off wall. Please refer to the plans and especially the details for more information. Slveeney Water Treatment Plant 3 of 8 CAMA Major Permit Application Stormwater Management Plan The impervious surface will be increasing by approximately 0.079 acres. According to the pre-application meeting held between Cavanaugh and Chris Baker with the Division of Water Quality on April 16, 2007, it will be necessary for the water treatment plant to mitigate and capture stormwater runoff from the site "to the maximum extent practicable." Every attempt has been made to utilize open space and existing stormwater structures on the property for stormwater mitigation to the maximum extent practicable. Specific plans for stormwater runoff management include the use of infiltration basins for maximum total suspended solids and nutrients removal. Stormwater from the tributary drainage areas will travel by sheet and shallow concentrated flow to a series of curb inlets, yard inlets, and vegetated swales for eventual discharge to five {5) proposed stormwater management basins. Stormwater will be collected and conveyed from these inlets through a series of HDPE, RCP, and DIP pipe networks. Untreatable runoff will travel by the same methods for eventual direct discharge to the Northeast Cape Fear River. TOTAL SITE AREA• 620,649 ft2 = -~ 14.2481 acres Impervious Surface Area: 325,187 ftz = -~- 7.4653 acres Project Built Upon Area =Impervious Surface Area /Total Site Area 7.4653 Acres Impervious / 14.2481 Acres Total = 0.5239 -~ 52.4% Project BUA Collection and Conveyance The property and associated roads will be graded in a manner that runoff enters the stormwater management system by way of sheet flow over the grassed areas and shallow concentrated flow along the curbs to either curb inlets, yard inlets, or vegetated swales. Runoff from rooftops will be collected by downspouts and directly piped to the aforementioned inlets, where the runoff will then enter the stormwater management system. From the inlets, the stormwater will be conveyed by way of HDPE, RCP, and/or DIP pipe for discharge to the five (5) strategically-placed stormwater management basins. Treatment The project site is located in a coastal county, but not within'/2 mile of SA:HQW waters. However, due to the limited amount of available space on the site for stormwater basins, and the desire of the Water Treatment Plant owners to effectively treat runoff, infiltration basins have been proposed for the site. Specifically, five (5) locations have been chosen for the basins: four (4) new basins are proposed, and one (1) existing basin will be retrofitted to better meet Sweeney Water Treatment Plant 4 Of 8 CAMA Major Permit Application the needs of the proposed development. All five locations had SHWfEs ranging from approximately 5 ft BGS to greater than 7 ft BGS. Basin 1 is an infiltration basin retrofitted to treat the first 1 " of rainfall runoff from the surrounding drainage area and any overflow from Basin 4. Basin 1 can handle approximately 1.7 times the 1" storm event. Basin 4 is an infiltration basin designed to treat the first 1" of rainfall runoff from its surrounding drainage area. Basin 4 can handle five times the 1 " storm event and has been oversized due to its proximity to the adjacent building. Both basins employ the use of riser barrels for basin overflow protection. In addition, Basin 4's riser barrel has two (2) 2.5 inch bleed-down orifices that allow for the slow bleed-down of water from Basin 4. This provides additional water treatment for this infiltration basin to allow suspended solids to settle. Rip rap aprons will be used in both basins to dissipate the velocity of the incoming runoff at the entry points to the basins. Basins 2 and 3 are infiltration basins designed to treat the first 1" of rainfall runoff from their respective drainage areas. Basin 2 is sized to handle approximately 1.8 times the 1" rain event, and Basin 3 is sized to handle approximately one time the 1" rain event. Each basin employs the use of a 15 ft emergency spillway that will ultimately drain to the nearby Northeast Cape Fear River (Basin 2) and Smith Creek (Basin 3). Basin 2 employs the use of a riser barrel for further basin overflow protection. The riser barrel has two (2) 2.5 inch bleed- down orifices that allow for the slow bleed-down of water from Basin 2. Rip rap aprons will be used in both basins to dissipate the velocity of the incoming runoff at the entry points to the basins. Basin 5 is an infiltration basin designed to treat the first 1 " of rainfall runoff from its surrounding drainage area and can handle two times the 1 " storm event. This basin has a riser barrel with two (2) 2.5 inch bleed-down orifices that allow for the slow bleed-down of water from Basin 5. In addition, a manhole with an internal weir will be used before the entry point to the basin from the north to provide a means for by-passing the basin in an overflow situation. Rip rap aprons will be used to dissipate the velocity of the incoming runoff at each entry point to the basin. Using the computer program Hydraflow, the runoff potentially generated for the site in its existing state (pre-development) during a 10-year storm was modeled and equals approximately 86.41 ft3/s. The runoff generated in the post- redevelopment scenario for the site that will be routed through stormwater ponds was also modeled fora 10-year storm and equals approximately 33.03 ft3/s. Therefore, the flow was reduced from the pre-development scenario to the post-development scenario by 53.38 ft3/s fora 10-year storm. Slveeney Water Treatment Plant 5 Of 8 CAMA Major Permit Application The proposed stormwater management system has been designed in accordance with NCDENR requirements and will not adversely affect any downstream drainage patterns. Erosion and Sedime_nt_ation Control Strate The Villages at Turtle Creek will use a temporary vegetative cover to prevent erosion from any slopes on the project site during land disturbing activities. All seeded areas will be fertilized, reseeded as necessary, and mulched according to specifications in the vegetative plan to maintain a vigorous, dense vegetative cover. Excelsior matting and seeding will be used on slopes steeper than 2:1. The development will also employ the use of four (4) sediment traps to manage sediment in stormwater runoff, of which all four (4) will remain for stormwater mitigation measures. The sediment trap calculations can be found in the appendix. Please note, approximately 1,825 linear feet of sediment fence will also be used to control erosion and sediment. An additional 125 (+/-) will be utilized on the downward slope side of two temporary soil stockpiles: one near Sediment Basin 2, and one near Gravity Thickener No. 2. In addition, rip rap will be used to dissipate stormwater flow at conduit discharges and curb cuts. Given a SC,Sw Watershed Classification and utilizing the Scheuler (Simple) Method, the sediment traps will be able to store more than the required 3,600 cubic feet of sediment per acre, as depicted within the enclosed calculations for the sediment traps. To promote adequate settlement of sediment particles in stormwater runoff, all sediment traps will provide at least 436 ftz of surface area for every acre of contributing runoff area. In addition to the use of the sediment traps, sediment fence is proposed at all downstream slopes with controlled outlets at specified intervals as defined within the notes. Sediment fence will also be utilized on the downward slope side of soi[ stockpiles to prevent transport of sediment from these areas. Sediment Control Calculations: Total LOD: 10.52 Acres Area Treated by 4 Sediment Traps: 0.74+0.23+1.13+2.26 = 4.36 Acres Area Treated by 1,825 LF Sediment Fence: (0.25 Acres Treatment/100LF Fence) = 0.25/100 * 1,825 LF = 4.56 Acres Total Treatment: 4.36 + 4.56 = 8.92 Acres Planned Erosion and Sedimentation Control Practices 1. Construction Sequence -Practice 6.01 The construction sequence for this project is particularly crucial to mitigating off-site transfer of sediment. The project, as described, will utilize sediment traps and sediment fence to mitigate the disturbance of (and from Sweeney Water Treatment Plant 6 of 8 CAMA Major Permit Application an erosion control standpoint. The use of one retaining wall will permanently hold back the fill material that will be used during construction for the area in question. 2. Land Grading -Practice 6.02 Approximately 11 acres of disturbance will be required for the development of the residential units and associated appurtenances. All fill and cut slopes will have a maximum slope of 3:1. 3. Temporary Gravel Construction Entrance/Exit -Practice 6.06 Gravel will be temporarily placed in two (2) heavily traveled areas on the site to provide buffer areas where vehicles can drop their mud and sediment to avoid transporting it onto pubic roads, to help control erosion from surface runoff, and to help control dust. 4. Sediment Fencing -Practice 6.62 A sediment fence will be constructed around the down-gradient boundary of the project to prevent untreated runoff from exiting the site or entering the coastal wetlands and Northeast Cape Fear River. Sediment fencing will also be utilized on the down-gradient boundary of the temporary soil stockpile areas. Please refer to plan set. 5. Controlled Sediment Fence Outlet Controlled sediment fence outlets will be used in this project to further treat runoff before it enters the coastal wetlands and Northeast Cape Fear River. Please reference the details on the attached plan set in addition to plan set. 6. Seeding Schedule -Practices 6.10 & 6.11 Temporary vegetative cover will be implemented through seeding after every land disturbing activity is completed. Vegetative cover must be established within 15 working days or 30 calendar days, whichever is shorter, of land disturbing activity. Permanent cover must be established prior to completion of the project. Maintenance Plan 1. All erosion and sediment control practices will be checked for integrity following every runoff producing rainfall event, or at a minimum, once a week. Any repairs will be made immediately to maintain the function of the design measures. 2. Sediment will be removed from the sediment fence when it becomes approximately one half of a foot deep at the fence base. The sediment fence will be repaired as necessary to maintain function as a barrier. Slveeney Water Treatment Plant ~ of 8 CAMA Major Pem~itApplication 3. Sediment will be removed from the sediment traps when it becomes approximately one half of a foot deep inside the sediment device. 4. The sediment fencing area and collected sediments will be removed and brought to grade after the contributing area has been properly stabilized. 5. -All seeded areas will be fertilized, reseeded as necessary, and mulched according to spec'rfications in the vegetative plan to maintain a vigorous, dense vegetative cover. 6. Contractor to sweep the roadway adjacent to the project site and keep it clean of sediment as necessary. Construction Schedule 1. Perform construction stake out. 2. Install temporary gravel construction entrance. 3. Clear site, but do not grub. 4. Install all erosion and sediment control measures. 5. Grub site. 6. Construct sediment traps. 7. Commence rough grading of the site. 8. Install stormwater management appurtenances inclusive of infiltration basins. 9. Construct sewer collection system. 10. Construct water system. 11. Rough grade the site. 12. Shape shoulders and cut-and-fill slopes. 13. Scarify, seed, fertilize, and mulch all disturbed areas. 14. Install dry utilities (electrical, fiber-optic, cable, phone, etc.). 15. Re-scarify, re-seed, re-fertilize and mulch all disturbed area. 16. Construct roadbed base course and intermediate asphalt course. 17. Apply final asphalt course. 18. After disturbed areas are stabilized with vegetation, the contractor shall return to the site and remove all temporary erosion control measures. Vegetation Plan 1. The contractor shall provide seeding and mulching on all disturbed areas within fifteen working days or thirty calendar days, whichever period is shorter, following the completion of any phase of grading. Seeding requirements shall include soil preparation, seed mixtures, and mulching. 2. Contractor shall provide sod cover on all areas or comply with permanent seeding schedule. Slveeney Water Treatment Plant 8 of 8 CAMA Major Permit Application Final Environmental - ~~~~~ Assessment - - Sweeney WTP Expansion Executive Summary EXECUTIVE SUMMARY This project consists of an Environmental Assessment (EA) pursuant to the State Environmental Policy Act (SEPA} to allow the City of Wilmington to apply for approval to expand the Sweeney Water Treatment Plant (WTP) from a treatment capacity of 27.5 million gallons per day (mgd) to a fmal capacity of 44 mgd. The Sweeney WTP will be designed for a treatment capacity of 44 mgd, but will initially have a permitted capacity of 35 mgd, pending demonstration testing to re-rate the new filters. Since the water treatment plant capacity increase is greater than 1 mgd, an EA and a Finding of No Significant Impact (FONSI) are required before the North Carolina Division of Environmental Health (DEH) will issue permits and approvals for this project. The City of Wilmington's water treatment and distribution system is entirely owned and operated by the City. The City operates the 27.5 mgd Sweeney WTP providing water to customers within the limits of the City's distribution system as well as a variety of commercial, governmental, and industrial customers. The Sweeney WTP consists of two parallel plants that are referred to as the South Plant (1943 plant) and the Narth Plant (1998 expansion}. The Sweeney WTP treats surface water from the Cape Fear River either pumped from its own intake or purchased from the Lower Cape Fear Water and Sewer Authority (LCFWASA). Water is a regional resource, and local governments must begin working together in order to ensure that adequate water quality and supply are available for years to come. The City of Wilmington has discussed future water supply needs with New Hanover County, Carolina Beach, and Wrightsville Beach. The City has secured verbal agreements with the Town of Carolina Beach and the Town of Wrightsville Beach to provide both of these communities a maximum of 1 mgd each. The City also plans to serve some areas of '` New Hanover County south of the City limits that currently rely on groundwater resources. The 2005 Water System Master Plan determined that the City of Wilmington will require additional water treatment capacity by 2010 and recommended that the City evaluate alternatives for expanding the Sweeney WTP as soon as possible. Expansion of the City's existing WTP was determined to be the most cost-effective ,~ alternative for the City, but it will also benefit the area by providing a reliable source of high quality drinking water to citizens and businesses. The City of Wilmington requests approval for this expansion in order to meet the projected demands of the existing service area and to provide water to neighboring communities where ground water resources aze limited. These neighboring systems obtain their water supply from wells5 which are experiencing increasing chloride concentrations due to saltwater intrusion. The City's raw water intake on the Cape Fear River is protected from saltwater intrusion by Lock and Dam No. 1. The City will be unable to meet these additional needs without the proposed project. The proposed service area for this project encompasses 71 square miles, including the City of _ Wilmington's existing water system service area, the existing water service areas for Carolina and Wrightsville Beaches, un-served areas south of the City including the Cameron Property, and the se RE~~N~D ARCADIS ProjeclNo. NC706001.0002 DCM W~Liv1~~GTG~~ NC 1 ~, DEC 0 5 200: Final Environmental Assessment - ~~~~~ Sweeney WTP Expansion Executive Summary area for the Monterey Heights water system served by New Hanover County. The project area includes the Sweeney WTP, the City's Kings Bluff Pump Station and raw water intake site, the LCFWASA Pump Station and raw water intake site, and the 25-mile long and 50-foot wide raw water transmission main easement that extends from the Kings Bluff Pump Station to the Sweeney WTP. The proposed project will include upgrades to the existing Sweeney WTP from 27.5 mgd to 44 mgd. The City obtains its raw water from the Cape Fear River via the Kings Bluff Pump Station and intake and the LCFWASA Pump Station and intake, located upstream of Lock and Dam No. 1. Additional raw water will be withdrawn from the Cape Fear River by the LCFWASA intake and provided to the Sweeney WTP facility via the LCFWASA raw water transmission main. The City and the LCFWASA recently signed a new contract to increase raw water purchased from the LCFWASA from 15 mgd to 23 mgd, which represents the maximum amount that the LCFWASA can supply with its existing infrastructure. This increases the City's total raw water transmission capacity to 36 mgd, which will meet its water supply needs to the 2010-2015 timeframe. The City intends to meet its long-term water supply needs through bulk purchases from the LCFWASA. The LCFWASA will need to expand its facilities by 2015 to meet the long-term needs of the City and its other customers, which will be addressed in a separate SEPA document. As a result of the proposed project, the South Plant will be decommissioned and demolished, and a new plant will be constructed in its place. The North Plant will continue to operate at a capacity of 12.5 mgd. ,~ The proposed project will allow the existing plant to remain in service during the construction process. Direct impacts from the proposed project include impacts resulting from the upgrades to the Sweeney WTP site and impacts to the Cape Fear River from withdrawal of additional raw water. Construction activities at "'` the WTP site will result in temporary impacts, and increased withdrawal from the Cape Fear River will have minimal impact on river flows and no impact on the water quality of the river. The combined water .withdrawals for the City and the LCFWASA are projected to reach 106 mgd by 2030, which is less than 20% of the 7Q10 flow. No significant direct impacts will occur from the proposed project. Secondary and cumulative impacts resulting from the proposed project are anticipated to occur from increased development within the service area. Strong local programs currently in place and under consideration by the City of Wilmington, New Hanover County, the Town of Carolina Beach, and the Town of Wrightsville Beach will help to offset potential indirect and cumulative impacts that may result from the proposed project. These programs include growth management, open space preservation, erosion and sedimentation control, stormwater, floodplain management, water conservation, groundwater management and wellhead protection.
