Through a partnership between the City of Charlotte and Mecklenburg County, this trail will connect parks, landmarks, and major employment centers and will serve both passive and active recreational opportunities for greenway users, while maintaining and preserving the natural aspects of the corridor. The Carr Road to Rocky River Road (02R2) segment includes the construction of a 2.3-mile multi -use trail. The project improvements involve the construction of a 12' wide greenway, with five — 10' wide connections. The project also includes a 12' and 14' wide multi -use path along Orr Road. The project also includes 8 pile -supported boardwalks and 2 concrete Swale bridges. Kimley>>>Horn PCl 'F- This segment of trail will tie into the existing Little Sugar Creek Greenway at N Tryon St and will continue east to Rocky River Rd. In general, the 26-mile corridor will utilize existing and maintained sanitary sewer easement corridors in order to reduce clearing impacts, however. the 02R2 section of XCLT is heavily constrained by a number of factors including topography, access, grade -separation issues, aerial and above -ground utilities and private commercial/residential properties. PROPOSED IMPACTS TO JURISDICTIONAL WATERS The overall protect includes the construction of a 2.3-mile multi -use trail on new location. The trail width ranges from 12' to 14' at various locations throughout the trail alignment. Authorization is requested under NWP 13 to install rip -rap scour protection necessary to stabilize the stream banks along the abutments of the proposed pile -supported boardwalks over S1 (Toby Creek). A total of 30 LF of rip -rap bank stabcizat-oa is proposed at four (4) pile -supported boardwalk structures. Class II rip -rap will be appropriately keyed into the stream banks and will not exceed 1 CY per running foot below the ordinary high water mark along Toby Creek. The boardwalk stream crossings also propose the installation of B" diametertimber piles for support. These timber piles will not result in an impact to the stream as they will not substantially harm or eliminate aquatic functions and values of the stream. Authorization is requested under NWP 14 to install a 24" RCP culvert crossing with two elevated 24- RCP culverts to convey flood flows. Rip -rap outlet protection is necessary in order to meet non -erosive design criteria. Installation of the culvert and associated Outlet protection will result in 75 LF -f permanent Impactc ti. S5. The length and width of the rip -rap outlet protection has been minimized to the greatest extent practicable while meeting non -erosive design criteria. The rip -rap apron will be installed so that the finished elevation of the rip - rap does not exceed that of the existing channel bed elevation along S5. Authorization is also requested under NWP14 for temporary stream impacts associated with construction activities necessary to install the four (4) pile -supported boardwalk stream crossings. Additionally, temporary stream impacts are necessary to install temporary stream crossings for construction equipment and haul roads. The construction activities associated with the temporary stream crossings will result in 175 LF of temporary impacts to S1 {Toby Creek;. In addition to stream impacts, authorization is requested under NWP14 to construct the proposed 12' greenway path through Wetland 1 (W1). Construction of the path will result in 0.02 acres of permanent impacts to' 11. A 15" RCP v.ill be installed to convey U.etland drainage post construction. Overall, impacts associated with the construction of the greenway will result in 75 LF of permanent impacts to non -wetland waters of the US and 0.02 acres of permanent impacts wetlana waters of the US. AVO DANCE AND M NIMIZATION In lieu of encapsulating the stream at multiple locations resulting in complete losses of stream functions, the applicant proposes pile -supported boardwalks to avoid impacts to the bed of the stream. Rip -rap bank stabilization is necessary to provide long-term bank stability and protect the infrastructure. Additionally, the footings associated with the boardwalks will be installed in a manner that limits the disturbance to the stream to the greatest extent practicable. The proposed 24" RCP culvert crossing along S5 has been designed and will be installed in such a manner that the original stream profile will not be altered. The culvert will be installed below the elevation of the streambed by 20% of the culvert diameter to promote passage of fish and other aquatic organisms and to maintain passage during drought or low flow conditions. The designed width, height, and gradient of the proposed culvert is sufficient to pass average low flow and spring flow without adversely altering flow velocity. All temporary impacts and disturbed areas will be returned to pre -construction conditions upon completion of the activities. Kimley>»Horn COMPENSATORY MITIGATION pt�ge _ Compensatory mitigation will be met by the purchase of credits through the City of Charlotte's Stream and Wetland Mitigation Bank. 75 LF of stream impacts will be mitigated through the purchase of stream mitigation credits. Based on an NCSAM assessment of Low for Stream 5, mitigation is proposed at a 1.5:1 ratio for impacts to this feature, or 113 stream mitigation credits. Additionally, 0.02 acres of wetland impacts will be mitigated through the purchase of wetland mitigation credits. Based on an NCWAM assessment of Medium for W1, mitigation is proposed at a 2:1 ratio for impacts to this feature, or 0.04 wetland mitigation credits. In total, 113 stream mitigation credits and 0.04 wetland mitigation credits will be purchased from the City to offset impacts associated with this project. The proposed asphalt and concrete greenway will rangie from 12' wide to 14' wide. The trail width ranges from 12' to 14' at various locations throughout the trail alignment. Authorization is requested under NWP 14 to install a 24" RCP culvert crossing with two elevated 24" RCP culverts to convey Flood Flows. Rip -rap outlet protection is necessary in order to meet non -erosive design criteria. Installation of the culvert and associated outlet protection will result in 75 LF of permanent impacts to S5. The length and width of the rip -rap outlet protection has been minimized to the greatest extent practicable while meeting non -erosive design criteria. The rip -rap apron will be installed so that the finished elevation of the rip -rap does not exceed that of the existing channel bed elevation along S5. Authorization is also requested under NWP14 for temporary stream impacts associated with construction activities necessary to install the four (4) pile -supported boardwalk stream crossings. The culvert will be installed below the elevation of the stream bed by 20% of the culvert diameter to promote passage of fish and other aquatic organisms and to maintain passage during drought or low flow conditions. The designed width, height, and gradient of the proposed culvert is sufficient to pass average low flow and spring flow without adversely altering Flow velocity. All temporary impacts and disturbed areas will be returned to pre -construction conditions upon completion of the activities. 2.
