Support Supervisor Regional Supervisor Permits ° Engineering Date ---- 613(ga Date Date Date RETURN TO TECHNICAL SERVICES BY JUL 12 1988 DIVISION OF ENVIRONMENTAL MANAGEMENT June 8, 1988 MEMORANDUM TO: Schneider Mills File FROM: Ruth Clark SUBJECT: June, 1988 WLA Analysis A Level B analysis was completed to determine the permit limits for Schneider Mills. The BOD.s, COD, and TSS limits were obtained from 40 CFR, Part 410, Subpart C, Water Jet Weaving. This reference indicated the following BPT limits: Parameter Mo. Ave. Mo. Ave. Dly. Max. Dly. Max. lb/d mR/l lb/d mg/1 BODS 230 35.4 445 68.4 COD 685 105.3 1065 163.7 TSS 125 19.2 275 42.3 It was assumed that the CBOD:BOD5 ratio was 3:1 since 99% of the effluent is industrial. The first model developed extended from Schneider Mills to the confluence of Muddy Fork Creek and the Lower Little River. By fixing BODS at 106.2 mg/1 (35.4 * 3) and DO at 5 mg/l, it was determined that NBOD could reach 60 mg/l without violating the stream standard. The model results also indicated that the stream had not returned to background condi- tions at the Lower Little River. Therefore, further models were developed to determine if Schneider Mills interacted with Carolina Glove or the Town of Taylorsville WWTP. The analyses indicated that no interaction occurred, so the original one reach model was used for the remainder of the analysis. The model predicted the DO sag to occ mile downstream of the outfall. The curre 16) is upstream of the sag. Therefore, t site was moved to SR 1313 The compliance cated that some NH,-N is in the effluent. monitoring data (<l mg/1) are considerabl able monthly average (60 mg/1 NBOD = 13.3 limit was given. However, to was recommended for NH3-N. h y ur approximately 1.0 nt monitoring site (NC e downstream monitoring monitoring data indi- Since current effluent lower than the allow- mg/1 NH3-N), no effluent assure stream quality, monitoring The model was then rerun using the daily maximum BPT limits. The analysis indicated that a limit of 291 lb/d BOD,S should be imposed in order to maintain the DO stream standard. Finally, a whole -effluent toxicity testing requirement was determined based upon the instream waste concentration (IWC = 45%). According to unit procedures, a chronic quarterly Ceriod- aphnia test was recommended for toxicity. Results of an effluent analysis by Environmental Testing Inc. showed that zinc was pre- sent at a concentration of 97 ug/l. A mass balance indicated that 97.1 ug/1 of zinc could be in the effluent before reaching the stream action level. Therefore, monitoring for zinc was recom- mended.
