Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently
amended).
This permit contains no significant changes from the from the draft permit sent to you on August 31,
2005.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of
the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service
Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be fmal and
binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits which may be required by the Division of Water Quality or permits required by the
Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
TA Operating Corporation is hereby authorized to:
1. Continue to operate an existing 0.025 MGD wastewater treatment facility with
the following components:
♦ 6,250-gallon aerated influent equalization basin
♦ Bar screen
♦ Flow splitter box
♦ 31,250-gallon aeration basin configured in two trains
♦ Dual 75-ft2 secondary clarifiers
♦ Dual cell (dual media) tertiary filtration system
♦ 530-gallon chlorine contact tank
♦ Dechlorination unit
♦ 3,800-gallon sludge holding tank
♦ Standby power supply
This facility is located near Candler (153 Wiggins Road) at the Candler Travel
Center WWTP in Buncombe County.
2. Discharge from said treatment works, through outfall 001, into an unnamed
tributary to George Branch, a Class C water in the French Broad River Basin, at
the location specified on the attached map.

1. Summer is defined as April 1 through October 31. Winter is defined as November 1 through March 31.
2. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/L.
3. Upstream = at least 100 feet upstream from the outfall. Downstream = at least 300 feet downstream from
the outfall.
4. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

Enforcement file review
Pursuant to an Enforcement/ Civil Penalties effort to recover late CP's, I conducted a file review and
copied enforcement notices from Central files and placed them in this file.
• I spoke with the Owners, TA Operating Corp at 404-808-7410 and noted the following changes
within their corporate structure.
o Former President Mr. Edward Kuhn has retired and has been replaced by a Mr. Tim
Doane.
o Former facility compliance officer, Ms. Kathleen Scheutzow has been replaced by Mr.
Pat Jameson
• I requested that all these changes be submitted by the company on company letterhead
• I indicated the facility was in violation of the six- month permit renewal submittal and was
informed Mr. Jameson would be contacting me soon to discuss this submittal and to discuss non-
payment of the CP's.
I composed a excel spreadsheet with all Violations, penalties, payments and outstanding monies owed
on CP's.

The NPDES Unit received your permit renewal application on May 18, 2005. After a complete and extensive review
of the facility and its compliance record, I would like to request additional information relating to the operation of the facility.
Please submit the following information ASAP to assure the timely renewal of your NPDES permit
1. A flow/process schematic of the facility,
2. A completed signed ORC Designation form (enclosed),
3. A system Performance Annual Report for the reporting period, July 2003 —June 2004. This is required per North
Carolina House Bill 1160 and the Clean Water Act. Your ORC is the best source of report generation, and
4. Payment of the facility Annual Permitting fees in the amount of $715.00. (enclosed)
