Please find responses in italics as follows: 1. Written justification for a dry line extension (this may be covered in the narrative already,but it needs to be detailed as to exactly why the sewer is being built preliminarily). The proposed project is a County funded project. The intent of this project is to provide water and sewer service to currently unserved areas in the northern portion of the County. There are currently developments planned for construction along Holly Shelter Road which will require sewer utility service including an industrial park which is planned to connect to the proposed force main shortly after completion and activation of the proposed force main. The area along Holly Shelter Road is poised for residential development as well, which has been detailed in a master planning evaluation that was conducted to determine appropriate pipeline sizes within the northern New Hanover County area. This planning document was developed based on County Planning Department staff insight and master planning documents to determine the projected wastewater flows that are anticipated along Holly Shelter Road. 243 North Front Street Wilmington, NC 28401 2. The anticipated max buildout wastewater flow of the industrial park is 650,000 GPD. 3. Details as to how the permittee will ensure that no one ties onto this line without a permit as well as how it will be valved off from the system to prevent any introduction of wastewater. The permittee, Cape Fear Public Utility Authority (CFPUA), owns and operates the wastewater system in northern New Hanover County and is responsible for approving plans and signing off on permits to then be approved by NCDEQ. Customers will not be permitted to tie into the dry sewer line without CFPUA approval and NCDEQ permit approval, per their standard contract documents and technical specifications. The proposed sewer force main includes several valves along the alignment. The valve closest to the discharge gravity sewer manhole will be closed to prevent any introduction of wastewater to the system until such time that a permit extensionlmodification has been approved. 4. A copy of the design plans showing the dry line and its relationship to any other sewers, as well as any valves/plugs per the comment above.
