As a part of this sewer rehabilitation project, we are lining existing 8", 15" and 16" gravity sewer lines with Cured In Place Pipe (CIPP) lining. A narrative outlining the items for which we are requesting a variance is included with this letter. Along with an explanation of each item. FROM: Kevin Cooper, P.E., Rivers and Associates, Inc. 16 DATE: June 25, 2024 SUBJECT: Variance Request Narrative Town of Williamston — Skewarkee Gut Sewer Outfall Rehabilitation Project Summary Rivers File 2023077-D LANDSCAPE ARCHITECTS The purpose of this Memorandum is to outline and provide supporting information for the Variance Requests submitted for the project. This project's primary focus is to rehabilitate existing deteriorated gravity sewer lines comprised primarily of older clay pipes with some ductile iron pipes. These lines vary in size of 8" and 15" for clay and 16" for ductile iron. These lines will be rehabilitated through a combination of point repairs and lining of the pipes with Cured In Place Pipe (CIPP) liner to reduce Inflow and Infiltration (I/I). There are numerous segments proposed for rehabilitation that do not meet minimum slopes outlined in the Minimum Design Criteria for Permitting of Gravity sewer and there is one (1) segment that exceeds 425 feet between manholes The slopes of the existing lines 8" lines range from 0.19% to 1.99%, the 15" range from 0.29% to 0.66% and the 16" range from 0.04% to 2.26%. The Town has experienced Sanitary Sewer Overflows (SSO) along the Skewarkee Gut Outfall in the past. However, the broken, sagging, and otherwise deformed sections of gravity sewer are likely a significant contributor to the SSO by inhibiting flow. Such pipe deformities are proposed to be repaired prior to lining gravity sewer segments. The segments which do not meet minimum slope will be documented by the Town as high priority lines and will regularly be examined and cleaned per regulations. One segment of the outfall has a distance of approximately 430 linear feet between manholes, which exceeds the maximum distance of 425 feet. However, as shown on the attachment to this Memorandum, the Town possesses jetter equipment capable of reaching up to 500 feet. As such, cleaning and maintenance of this segment is feasible. The primary focus of this project is to reduce infiltration and inflow, and preserve the structural integrity of the outfall. As the Town of Williamston is a distressed unit, this project was designed to improve their sanitary sewer system where a complete replacement would be financially unfeasible. 107 E.
