Farmer, P.E. certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity related sanitary sewer overflows or overburden any downstream pump station en route to the receiving treatment plant under normal circumstances, given the implementation of the planned improvements identified in the planning assessment where applicable. This analysis has been performed in accordance with local established policies and procedures using the best available data. This certification applies to those items listed above in Sections I and I1 plus all attached planning assessment addendums for which I am the responsible party. Date 1 l Title of Signing Official Page 2 of 6 FTSE 10-23 Section B—Project Narrative Johnston County Public Utilities Johnston County Public Utilities (County)owns and operates the Neuse River Wastewater Pump Station (PS). This PS was placed in service circa 1981. The PS receives wastewater via an existing 12-inch gravity sewer that parallels U.S. HWY 301 (S. Brightleaf Blvd). This gravity sewer receives wastewater from the County's Holt Lake PS and nearby contributing gravity sewer.The existing Neuse River PS then conveys wastewater through an existing 3,931 LF 8-inch force main (FM) that discharges to 7,300 LF 12-and 15- inch existing gravity sewer that conveys wastewater to the Central Johnston County Wastewater Treatment Plant (WWTP) in Smithfield. As part of this project,the existing Neuse River PS will be demolished, and a new PS constructed approximately 1,000 feet to the west along U.S. HWY 301. A new Neuse River PS is proposed for various reasons,which are: 1. The PS is in deteriorating condition and is challenging to access. 2. The PS lies within the 100-year floodplain. 3. The PS requires relocation to accommodate NCDOT BR-0086 bridge replacement project across the Neuse River. 4. Increased flows are anticipated due to ongoing development and related upstream PS upgrades (Four Oaks PS, Holt Lake PS). The existing Neuse River PS does not have an NCDEQ WQ number.The Neuse River PS was originally part of the County of Johnston Wastewater Interceptors and Pumping Facilities to Serve Pine Level and Four Oaks project designed by Ragsdale Engineers, P.A., dated May of 1978 (EPA Project No. C37056004). The Neuse River PS was originally constructed with a firm capacity of 390 gpm and included the following components: 1. Approximately 21-ft x 17-ft brick building housing pump station equipment. 2. Eight (8)foot diameter circular wet well with a (2) self-priming suction-lift raw sewage pumps. 3. Associated instrumentation equipment, including a magnetic flow meter inside a circular meter vault outside of the PS. 4. Associated electrical equipment. 5. 55-gallon underground fuel tank. 6. 2-inch water service and 3/4-inch water meter. 7. Various 12-inch gravity sewer piping from the Town of Four Oaks. 8. 3,931 LF 8-inch force main (3,436 LF of Polyvinyl Chloride (PVC),49S LF of ductile iron (DI)). Since its original construction,the Neuse River PS has been upgraded. Today, the estimated firm capacity of the Neuse River PS remains at 390 gpm. Known upgrades to the PS include: 1. Replacement of the original suction-lift style pumps with (2) submersible wastewater pumps. 2. Electrical panels and control panels to supplement the pump upgrade. 3. A permanent standby diesel generator and automatic transfer switch. 4. SCADA system addition. Once the proposed PS is constructed,the existing station will be demolished in its entirety. Since the proposed PS is being constructed west of the existing station,five(5) sewer manholes and 936 LF 12- inch gravity sewer will be abandoned with flowable fill. The proposed Neuse River PS and associated improvements will result in a firm capacity of 2.16 mgd (1,500 gpm).The proposed Neuse River PS includes: 1. Rectangular cast-in-place wet-well with an influent sewage grinder,three(3)wet-pit submersible pumps((2)duty and (1) standby)on reduced voltage soft starts. 2. Valve vault and flow meter vault with associated equipment. 3. Pad-mounted utility transformer, standby diesel generator,and automatic transfer switch. 4. Electrical equipment rack and space for a future electrical building. 5. Local visual and audible alarm. 6. Remote annunciation via a new SCADA pole. 7. Vapor-phase odor control system. 8. Water system improvements including a 1-inch water service,yard hydrant,water meter,and a reduced pressure zone(RPZ) and backflow preventer assembly. 9. Associated piping improvements, including: 1. Approximately 120 LF 16-inch C900 PVC gravity sewer, including 70 LF of steel casing beneath U.S. HWY 301. 2. Two manholes 3. Approximately 500 LF 12-inch C900 PVC and 160 LF 14-inch HDPE force main. 4. On-site bypass pumping connection. For the interim,the existing force main (3,375 LF of 8-inch PVC and 495 LF of 8-inch DIP force main)will be reused. The County has, however,started to design replacement of the existing 8-inch force main with a 12-inch force main that will instead discharge directly to the County's Central WWTP.This replacement is occurring in two parts. First, NCDOT's bridge design engineer is designing a section of new 12"force main across the proposed bridge. Another consultant for the County is designing the 12- inch force main from the bridge to the County's WWTP. Permit applications for these improvements will be submitted in the future as a modification to this Neuse River PS permit. CDM. Additionally, it is important as the existing system does not have any permit number. Response:Given available data at this time, Section V1.7 has been updated in accordance with the residential, commercial, industrial, and institutional flow designations provided in the NC DWR Local Water Supply Plan (LWSP). From the LWSP, the total number of connections and daily water usage for all residential, commercial, institutional, and industrial connections within the service area are known. Any resubmittal of a returned application shall be accompanied with a new application fee."
