REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Sir or Madam:
On October 22, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification
to impact 52 linear feet of perennial stream to construct the Waynesville Town Center in Haywood
County. In order to meet Condition 9 of the 401 Certification for this project, a stormwater
management plan for Outparcel B, dated July 31, 2008. was received by the DWQ on August 1,
2008. The DWQ has detennined that your stormwater management plan was incomplete as
discussed below. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
Overall site:
a. Clearly show the stormwater drainage system, showing inlets, pipes and pipe outlets.
b. Infiltration trenches and wet detention ponds are NOT preferred devices to use on a
Brownfield site. Please consider the use of a more suitable device, such as a closed
sand filter or a lined bioretention area. DWQ will only allow the use of a wet
detention pond or an infiltration trench on this site if you can demonstrate that there is
no practical alternative and if you can satisfactorily address all of the following
concerns.
2. Wet detention pond:
a. The vegetated shelf of the wet detention pond must extend around the entire
perimeter of the main treatment area. Retaining walls may then be placed upslope of
the vegetated shelf.
b. The pond does not have enough capacity to treat the water quality volume for the
one-inch storm in this drainage area (5,032 cubic feet).
c. Please show the calculation of average depth. It appears that the average depth is
significantly less than three feet, which will affect the SA/DA ratio.
d. Please provide the detail for the orifice structure and show the discharge pipe.

e. Please provide design calculations for the 15-foot retaining wall to show that it will
be stable.
f. Please provide data on the borings at the proposed site of the wet detention basin to
show that the elevation of the SHWT elevation. The "In Situ" Constant Head
Permeameter Table indicates that the depth to the water table on the day the Bio-
Basin C site was tested was only 1.25 inches beneath the ground surface. Because
this is a Brownfield site, the invert of the pond should be above the level of the
SHWT.
g. The Supplement Form indicates that the pond will be lined with PVC; however, this
is not shown on the plans.
Infiltration trench:
a. The infiltration trench must be equipped with a high flow bypass structure. Using a
level spreader to bypass high flows is not allowed. Volume in excess of the treatment
volume must be evenly distributed across a minimum 30-foot wide filter strip.
b. Please provide data on the borings at the proposed site of the infiltration trench to
show that the SHWT elevation is at 275 1.00. The "In Situ" Constant Head
Permeameter Table indicates that the depth to the water table on the day the Bio-
Basin C site was tested was only 1.25 inches beneath the ground surface.
c. The Supplement Form indicates that a forebay will be provided for pretreatment;
however, this is not shown on the plans.
d. The infiltration trench must be equipped with a minimum of one observation well.
Please submit this information within 30 calendar days of the date of this letter. The DWQ will
require the above additional information to finalize review of the stormwater management plan for
