We issue this permit pursuant to the requirements of North Carolina General Statute 143- 215.1 and the Memorandum of Agreement between North Carolina -and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended. Changes to Your Previous Permit. Based on your renewal, application received April 20, 2012, we have revised your permit in accord with the Division's current permitting practices established in October 2009 for potable -water treatment plants (WTPs) using conventional treatment technology. We understand that you have made no significant alterations to your wastewater treatment facilities since last renewal (2006). Changes from the Permit DRAFT. The Division acknowledges your comments on the draft permit including revised data on wastewater flow. For renewal, please note that we must consider your effluent flow as > 0.050 MGD, and under current permitting practices, you will be required to report "Continuous" flow via flow "Recording," consistent with similar WTP permits statewide. To accommodate your adjustment to these requirements, we have included a permit compliance period of one year (12 months from the permit effective date) to purchase, install, and gain compliance using this new hardware. Secondly per our discussions, we have removed the permit limit for Total Aluminum; draft Monthly monitoring is relaxed to Quarterly. Lastly as discussed, we have replaced the draft acute toxicity with a Chronic Whole Effluent Toxicity (WET) Test [code THP3B] using test species Ceriodaphnia dubia, consistent with your discharge and receiving stream [see permit Sections A. (1.) and (2.)]. If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable, you have the right to an adjudicatory hearing, upon written request submitted within thirty (30) days after receiving this letter. All TRC concentrations reported below 50 µg/L by a NC -Certified test method (including field -certified), shall be considered compliant with this permit. However, the Permittee shall submit all reported concentrations, even if detected below 50µg/L. 3) Turbidity - Instream samples shall be collected -50 feet upstream of the outfall, and -100 feet downstream of the outfall. Discharge from this facility shall not cause receiving -stream turbidity to exceed 50 NTU. If receiving -stream background exceeds 50 NTU, this discharge shall not cause background turbidity to increase. 4) This parameter to be sampled concurrently with WET testing. 5) This parameter shall be monitored only if the Permittee uses treatment additives containing zinc. 6) WET (Whole Effluent Toxicity) Testing; CHRONIC, 24-hour PASS/FAIL, at 90% monitoring only; use species Ceriodaphnia dubia; effluent concentration @ 90 % in January, April, July, October [See Section A. (2.)]. Conditions: The Permittee shall discharge no floating solids or foam. Permit NCO088099 A. (2.) CHRONIC TOXICITY - MONITORING ONLY (QUARTERLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 90 %. The permit holder shall perform at minimum, quarterlX monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase H Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of January, April, July, and October. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival, and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase H Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR 1) for the months in which tests were performed. To report pass/fail results using the parameter code TGP3B, send DWQ Form AT-1 (original). To report Chronic Value results using the parameter code THP3B, send DWQ Form AT-3 (original) to: Attention: NC DENR / DWQ / Environmental Sciences Section 1621 Mail Service Center Raleigh, North Carolina 27699-1621 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the Permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted -to the Environmental Sciences Section at the address cited above. Should the Permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently than required by this permit, the results of such monitoring shall be included in the calculation and reporting of the data submitted on the DMR and all AT Forms submitted. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental .controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. I have started the DRAFT -permit process for the subject site. I understand your WTP uses conventional treatment technology to produce potable water. A few questions about your WTP processes not clear from your application: 1. Do you backwash filter -media with water containing aluminum sulfate? 2. Do you add zinc orthophosphate as a corrosion inhibitor; do you backwash the filters with this water? 3. Do you fluoridate - backwash filters with finish water containing fluoride? 4. Do you backwash filters with finish water containing chlorine? 5. Do you use chloramines? Lastly, can you send me a site plan showing the approximate property perimeter(e-copy, if possible)? Summary The Town of Beach Mountain's Buckeye Lake water treatment plant (WTP) is located in Watauga County along Grassy Gap Creek Road. It discharges treated filter backwash to Buckeye Creek, a Class C; Tr waterbody in the Watauga River Basin. This is an existing, high -rate water filtration plant. Previously backwash water was decanted in two alum sludge storage basins and then subsequently pumped back to the head of the plant and mixed with raw water for treatment. However public water supply regulations prohibit 100% recycle systems in water treatment plants. The WTP treats water from Buckeye Lake, a manmade impoundment with a storage volume of approximately 50 million gallons. Process wastewater generated by the WTP includes the alum sludge collected in the sedimentation basins. Filter backwash also flows to the sludge holding basins at a maximum rate of 1300 gpm. On average, each filter is backwashed once every 3 days. Total waste volume (sedimentation basins and filter backwash) averages approximately 0.020 MGD. Alum sludge is allowed to settle in the sludge holding basins and solids are periodically removed and disposed offsite. Table 1.
