Below, please find a COMPLETION CERTIFICATION for the installation of 1) 0.030 MGD
Wastewater Treatment Package Plant (aka Edneyvifle W WTP on U.S. Highway 64, Edneyville,
Henderson County) located on -site to serve WNC Justice Academy being located at Edneyville, N.C.
consisting of a dual train extended aeration package plant with bar screen, flow recorder, equalization
basin, dual aeration basins, dual secondary clarifiers, tertiary filters, post aeration, disinfection, pre -filter
chlorination, effluent flow measurement, and aerated sludge holding tank, and all other necessary
appurtenances; 2) pre-treatment lift station with dual grinder pumps; 3) post -treatment pump station with
4" non -clog duplex effluent pumps; 4) a refrigerated peristaltic lift pumped composite sampler for
effluents/influents with all-weather enclosure; 5) a 100 KW 277/480 v. Mobil Generator Set and related

Western NC Justice Academy
Henderson County
A letter of request for an Authorization to Construct (ATC) was received January 16,
1998 by the Division and final plans and specifications for the subject project have been reviewed
and found to be satisfactory. Authorization is hereby granted for the construction and installation of
the proposed 0.03 MGD wastewater treatment plant with outfall 001 discharging to Lewis Creek in
the French Broad River Basin. Specifically, this ATC allows:
• the installation of a 30,000 gpd dual train extended aeration package plant designed to
operate in series or parallel.
• the installation of blowers with the ability to provide a minimum of 250 SCFM with the
largest blower out of service.
• the installation of 7,300 gallons of aerated equalization tankage, bar screen, and pumps.
• the installation of an inlet flow control box.
• the installation of dual clarifiers (minimum of 64 SF and 2,430 gallons each).
the installation of dual tertiary filters (minimum of 10 SF each) with:
• sand and anthracite media,
• air scour and backwash pumps,
• 3,124 gallon clearwell,
• mudwell and mudwell pumps.
• the installation of 5,000 gallons of aerated sludge holding.
• the installation of a chlorine tablet disinfection unit and 625 gallon_ contact chamber.
• the installation of a tablet dechlorination unit.
• the installation of post aeration.
• the installation of audible and visual alarms.
• the installation of a continuous recording flow meter and composite sampler.
• the installation of potable water with backflow prevention and electrical power and lighting.
• the installation of railings, service grating, and equipment cabinets, and
• the installation of additional pumps, piping, valves, lift stations and control equipment.

To ensure reliable handling and treatment of wastewater produced from this facility and to
safe -guard the community from exposure to untreated wastewater, the Division is issuing this ATC
with the following condition:
"The permittee shall install permanent on -site, automatically activated, standby power of
sufficient capacity to operate all essential components of the wastewater treatment plant
and lift stations."
In addition, this ATC recommends the following:
1. All blowers be attached to a common air header line and individually valved. If component
supply lines are also individually valved, greater flexibility of operation will be provided.
2. Since a detention tank for dechlorination is not required, redesign to create additional
volume for the chlorine contact tank.
This Authorization to Construct is issued in accordance with Part III, Paragraph C of
NPDES No. NCO086070 issued December 1, 1997 and shall be subject to revocation unless the
water treatment facilities are constructed in accordance with the conditions and limitations specified
above, and in Permit No. NC0086070.
Any sludge generated from this treatment facility must be disposed of in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facility fails to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required
by this Division, such as the construction of additional or replacement water treatment or disposal
facilities.
The Asheville Regional Office, telephone number (704) 251-6208, shall be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection
can be made. Such notification to the regional supervisor shall be made during the normal office
hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility has
been installed in accordance with the NPDES Permit, this Authorization to Construct and the
approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O.
Box 29535, Raleigh, NC 27626-0535.
A copy of the approved plans and specifications shall be maintained on file by the Permittee
for the life of the facility.
Failure to abide by the requirements contained in this Authorization to Construct may subject
the Permittee to an enforcement action by the Division of Water Quality in accordance with North
Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.
