Division of Water Resources' Central and Regional staff have reviewed the application package
received on March 8, 2024. However, the Division requires additional information before completing our
review. Please address the items on the attached pages no later than the close of business on June 7, 2024.
Please be aware that the Applicant is responsible for meeting all requirements set forth in North
Carolina rules and regulations. The Applicant is also responsible for any oversights that occur during the
review of the subject application package. The Division may return the application as incomplete pursuant
to 15A NCAC 02T .0107(e)(2) if any omissions are made when responding to the outstanding items in
Sections A through B or the Applicant fails to provide the additional information on or before the above -
requested date.
Please reference the subject application number when providing the requested information. The
Applicant shall sign, seal, and date (where applicable) all revised and/or additional documentation and
submit an electronic response to my attention via the Non -Discharge online portal.

A. Engineering Certification:
Condition I.2 of WQ0042699 (issued November 1, 2023) requires the submission of an engineering
certification from a North Carolina licensed Professional Engineer for the constructed facilities.
Multiple sections of reclaimed water distribution line have been constructed since the most recent
permit issuance. The Permittee has submitted most of these engineering certifications, however,
the engineering certification for the 1,918 linear foot section (Phase 1, Section 2) was not included.
Please submit a copy of this engineering certification.
B. Engineering Plans:
Since the previous permit issuance (on November 1, 2023), Phase 1 Sections 2, 3, 4, and 5 have
been constructed. As-builts have only been included for Sections 1A, 4, and 5. Please provide
copies of as-builts for Phase 1 Sections 2 and 3.
Additionally, the digital as -built drawings for Sections 4 and 5 have been blurred through the
submission process. Please provide a fresh copy of these plans so that the review may be completed.
2. Per the submitted supplemental table, the total length of reclaimed water liner for Phase 1, Section
5 has been reduced by 72 linear feet. It may be due to the blurring of the plan set but no specification
of where this change in length/geometry appears to have been called out. Please make sure that the
location of this change is noted in the as -built submission.
3. Condition I. Lb. of WQ0042699 (issued November 1, 2023) requires the Permittee to include a map
showing the distribution line and all properties with a table referencing all easements (Deed Book
and Page). No such table has been included within the distribution line as-builts received. If any
easements exist for the sections, please include a table of relevant easements within each set of as-
builts.
