On June 26, 2024, a site inspection was conducted for the Webb Metals Recycling facility located at 1305
Philadelphia Church Road, Gaston County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Stephen and Michael Sperlazza were also present during the inspection, and their
time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit NCG200000 under Certificate of Coverage NCG200334.
Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
Coley Creek, class WS-IV waters in the Catawba River Basin.
As a result of the inspection,the facility was found to be noncompliant with the conditions of the NCG200000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
On June 26, 2024,this facility was inspected for compliance. Contact was made with Stephen Sperlazza and Michael
Sperlazza.After reviewing the Stormwater Pollution Prevention Plan for the facility, it was found that some items were
missing. Missing items included: a detailed site map including all outfall locations and drainage areas, a list of significant
spills occurring in the past 3 years, evaluation of illicit(non-stormwater)discharges,and documentation of employee
stormwater training.The facility was found to have implemented their SWPPP and have been conducting qualitative and
analytical monitoring. Due to the missing items in the SWPPP,the facility has been marked as non-compliant. Once these
items have been added, the facility will be re-evaluated for compliance at the time of the next inspection.
