Mr. Larry Allen, the facility's Environmental Manager, was present during the inspection and his time and assistance are greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater Individual Permit NCS000330. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Richardson Creek, class C waters in the Yadkin Pee-Dee River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCS000330 permit. The facility has had many zinc exceedances but was granted tier relief in April of 2020. The facility continues to have Zinc exceedances and the most recent samples taken on May 14 had Nickel and Zinc benchmark exceedances. Since the facility was granted tier response for Zinc in 2020, they have not entered tier response for additional benchmark exceedances since then. The facility should still notify the division of any benchmark exceedances. Rip rap has been placed in areas where erosion has occured. The SWPPP says that the facility was granted ROS for their outfalls. but I do not see any evidence of this in Laserfiche.
