PROJECT SUMMARY: Mr. Steve Trowell has submitted a CAMA Major Permit application on behalf of Cotton Patch Holding LLC. at Southern Point Campground and Marina. The applicant has proposed installation of a new 390' pier with 30 formalized boat slips including finger piers and tie pilings along with the addition of 12 slips and associated finger piers and tie pilings at the previously constructed pier and platform on site. The total slip count for the property will be 42 and slips will only be used by campground patrons. 9. NARRATIVE DESCRIPTION: The site involves a 58-acre tract of land with approximately 1400' of shoreline adjacent to Blounts Creek that is used as a private community common area with water access for the residents and guest of Southern Point Campground and Marina. The project site is a heavily developed campground with 135 camp sites that operate at full capacity year around, with existing roads and on -site septic systems. There are two common water access areas on site which include, bulkheads, boat ramp with access pier, parking areas and pier with partially covered platform. The shoreline in the project area is stabilized with vertical bulkhead and riprap. Landward of the bulkhead are picnic tables and outdoor grill stand surrounded by various upland grasses some pine trees and various scrub shrub growth all adjacent to the paved access road, Island Drive. There are areas along NWL where coastal wetlands as well as section 404 wooded wetlands have been identified at each end of the stabilized property. Although wetlands are present no wetlands will be impacted by the proposed development. There are 2 adjacent properties that border the project site with one being The State of North Carolina public boat ramp. The public access ramp (Blounts Creek Boating Access) is upstream (south) of the project site and contains bulkheads, two boating access ramps with access pier and a large, paved parking area. The downstream (north) property contains single family dwelling, access pier over wetlands, docking facility with a covered boathouse and uncovered boatlift, grassed upland yard with a with a retaining wall. The site elevation is ±1' above normal water level (NWL) along Blounts Creek and is classified as SB;NSW at the project location by the Environmental Management Commission. The area along Blounts Creek is identified as inland fishing waters and there were no SAV's on site at the time of field visit. The applicant has previously acquired permits for bulkhead work, boat ramp install and pier access to Blounts Creek. 10. PROJECT DESCRIPTION: The applicant proposes to construct a 6'xl40' access elevated a minimum of 3' over a small portion of wetland substrate then extending into Blounts creek. The pier would then connect to an 8'x250' dock running parallel to the shoreline with 15 slips on each side of the dock for a total of 30 slips. Also proposed are an additional 12 slips, 6 on each side of the existing common pier (Dock A). There will be a total of twenty-two 3' x 15' finger piers proposed for access between slips at both piers. Each slip created will be 15'W x' 25'L with a total of 91 tie pilings spaced throughout the facility to allow boaters the ability to tie boats in assigned slips. The daily use and operational rules will be enforced onsite by the campground manager and signage will be posted of all prohibited activities as outlined in the applicant's description of development. The project would result in total of 3,830ft2 uncovered platform area. 11. ANTICIPATED IMPACTS: The project will result in short-term localized turbidity from the construction and installation of the pier, finger piers and tie pilings. The total project will result in 3,830ft2 of newly shaded river bottom. The completed project including existing access pier proposed dock, fingers piers, and platform at the 42 slip community docking facility will use 4,391ft2 of the landowners 37,800ft2of allowable shaded platform area using the 27ff calculations for community marinas. Discharge Same Salinity as Receiving Waters Is There Any Mitigation Proposed False False False Detailed Description of the Existing Development Located on the Property Existing Man -Made Features: The project site is a 58-acre tract developed as a campground with 135 camp sites, existing road system, septic systems to handle wastewater and other infrastructure and amenities to support campground patrons many of which live on the property and all have long-term leases. The campground has been in existence for more than 20 years. The campground has approximately 1,400 linear feet of shoreline on Blounts Creek off the Pamlico River. Much of the shoreline is a Section 404 wetland and Coastal Wetland. There are two upland areas developed as common areas on the campground shoreline. One is developed as a boat ramp and the other is developed with a parking area and pier. Existing Land Uses: The area has been used historically as a recreational area with water access and existing campgrounds. There is an existing NC Wildlife Resources Boating Access Area adjacent to the campground property. The shoreline in this area is developed with single family residences in addition to the campgrounds. Existing Wastewater Treatment/Disposal: Unsite septic system. Solid Waste/Fish Offal/Trash Disposal: The campground contracts with a private trash service and there a two large steel dumpsters strategically placed for use by campground patrons. Use and Daily Operations of the Project When Complete Proposed Development Purpose: The purpose of this project is to provide a docking/mooring tacility as a campground amenity for the sole use of campground patrons. Most of the campground patrons have small (15' to 25') open runabout recreational fishing boats. The proposed 42-slip docking facilities will allow the campground patrons to leave their boat in the water during during weekends and other times of use without having to launch and retrieve the boat daily or tie "side to" the existing common pier. The slips will be oriented perpendicular to the channel with spring piles to safely moor the vessels in an area subject to high boat traffic. Buildings/Facilities/Units/Structures: A total of 12 slips will be constructed, 6 on each side of the existing common pier (Dock A) accessed by 6-3' x 15' finger piers. The proposed Dock B will be constructed from the common area developed with an existing boat ramp. Dock B will consist of a 6' x 140' access pier to the 8' x 250' dock with 30 slips, 15 slips on each side of the dock. The purpose of the 8' width is to provide enough space along the dock for safe use. There is 16 proposed 3' x 15' finger piers to access the 30 slips. Use & Daily Operations: The slips will be for opportunistic mooring for campground patrons leased annually. Slip usage will be controlled by the onsite campground manager. Campground patrons will be required to sign in and out and will be assigned a specific slip for the year. Information pertaining to the vessel registration number, model and make will be recorded in a log. Dock patrons will be required to sign annually a contract document detailing the rules around use of the docking facilities. The purpose of these rules found in the annual contract will be to educate the customer on the activities not allowed while occupying a slip. The prohibited activities include no fueling of boats, and no boat maintenance other than washing down the boat with a biodegradable soap sold at the campground office. Boats with live -aboard amenities will not be allowed in the slips. The docks will be monitored daily during use to ensure compliance with the campground marina plan. Signage will be placed at the entrance to each dock explaining the no fueling and boat motor maintenance policy as part of the marina plan. March 28, 2024 Mr. Ashley Grandy, DCM Field Representative North Carolina Division of Coastal Management 943 Washington Regional Office Washington, North Carolina 27889 Dear Mr. Grandy: Enclosed is a Major CAMA permit application submitted on behalf of the owners, Mrs. Jessica and Willy Bunting, of the Southern Point Campground located off SR 1116 at 68 Patch Creek Road adjacent Blounts Creek off the Pamlico River in Beaufort County near Chocowinity, North Carolina. The purpose of the application is to seek state and federal authorization to construct 42 slips for the exclusive use of campground patrons and their guests. This project was the subject of a NC Department of Environmental Quality scoping meeting in the Washington Regional Office held on February 28, 2024 at 9:00 am. In addition to the standard written application forms this application includes a marina operation plan based off input received during the scoping meeting. The Southern Point Campground has been in existence since the early nineties and has developed infrastructure to support it's use including a fully developed road system accessing the existing 135 camper spaces, wastewater systems for each camper space, a common building housing laundry services, a grassed parking area for boats and boat trailer storage and two different waterfront common areas, one developed with a parking area and 200' long pier and the other with a boat ramp. Many of the existing campground patrons have recreational boats for the purpose of recreational fishing and other water sports. They utilize the existing campground boat ramp and occasionally tie "side to" the existing common area pier for short periods of time while visiting the campground. Most of these boats are mobilized on single axle boat trailers stored at their campsite or in the boat trailer storage area. These boats generally have a draft of 2 feet or less. A field investigation was conducted in the fall/winter of 2023 to evaluate the feasibility of a multi - slip dock. Water depths were evaluated along the entire length of shoreline for the purpose of determining the best location(s) for the slips. Based on this information, water depths and space in Blounts Creek, were best suited near the common area boat ramp. In this area a minimum of - 4.0' below the normal water level (NWL) was maintained for the slips and navigation area around the dock structure. A 6' wide x 140' long pier is proposed to access an 8' wide x 250' long dock with a total of 30 slips. The slip dimensions will be 15' wide x 25' long accessed by 16-3' x 15' long finger piers. The slips will be orientated perpendicular to the 8' wide dock on either side of the dock structure. The 8' width is proposed to provide adequate space for pedestrian traffic and by constructing slips on both sides, the length of the structure is maximized for slip potential and limits the amount of structure necessary for 30 slips. The existing common lot pier is proposed to be utilized to construct an additional 12-slips, 6 on each side of the pier. These slips will also have a minimum water depth of -4.0' below the NWL. The main objection of the marina plan will be to establish rules and processes to prevent fueling and maintenance on boats in the slips and prevent boats with live aboard amenities such as holding tanks from using the slips. The marina plan will detail the process campground patrons will follow when requesting slip usage. Sincerely, Steve Trowell Enclosures Southern Point Campground Marina Plan The purpose of this document is to describe the usage of the proposed Southern Point Campground Marina (SPCM) submitted as part of a complete Major CAMA permit application seeking both state and federal authorization. In developing the marina usage plan, potential sources of surface water pollution from a multi -slip facility were identified and are listed below along with a best management plan (bmp) to reduce or prevent the pollution from occurring. Many of the typical marina services will not be provided by SPCM. The only purpose of the SPCM is to provide mooring for campground customers during visitation to the campground. Vessels larger than 25' in length will not be mooring at the proposed campground marina. Slip Usage The marina will be for the sole use of campground customers. There will be no leasing or renting of slips to the general public. Campground customers leasing a slip will sign an annual contract that includes information pertaining to the allowed and prohibited activities listed below. Fueling of Boats The SPCM will not be installing and providing fuel service to marina customers. The campground does not offer for sale petroleum products and has no plan to do so. The fueling of boats in slips will not be allowed. The annual contract signed by the slip lease holder will clearly state this marina policy. Violation of this SPCM policy by marina customers will be enforceable by termination of the annual contract authorizing use of the marina facility. Signage will be placed at the entrance to dock A and B stating the prohibition on the fueling of boats occupying a slip. Boat Maintenance The SPCM will not be providing boat maintenance services and or engine maintenance and repair. There is a large, grassed boat trailer storage area for individuals wanting to trailer their vessel for storage elsewhere from their camp site. Maintenance of vessels is not typically undertaken at the campground and not anticipated. Vessel maintenance while occupying a slip will not be allowed beyond washing down the vessel with a biodegradable and phosphorous free soap, washing the vessel above the waterline. Signage will be placed at the entrance to Dock A and B prohibiting boat hull and engine maintenance while occupying a slip. Solid Waste Trash service to the campground is provided by contract with a private company. There are two existing large steel dumpsters strategically placed on the campground. Smaller trash cans will be placed at the entrance to Dock A and B. These trash cans will be monitored and emptied by campground staff. A recycling bin for used fishing line disposal will be provided on each dock. Fish cleaning services will not be provided. The disposal of fish carcasses will not be allowed from Dock A and B. Live Aboard Dockage The mooring of vessels with the potential of live aboard amenities will not be allowed to dock at the SPCM. Live aboard amenities include wastewater holding tanks, house boats with living quarters or trawlers with state rooms, etc. Campground customers will supply their vessel's registration number, make, model and length as part of the annual contract. Signage will be placed at the entrance to Dock A and B with a statement prohibiting live aboard dockage.
