Hello Adam,
I am finishing up my review of the application for Raleigh Road Sewer Outfall (DWR#20231626) and I have
some additional questions before I can proceed:
1. Thank you for confirming the wetland impact totals from Emily's email.
2. Is S2 being impacted - either temporarily or permanent? It is difficult to determine on the impact maps if the
trench area is impacting this feature. Please confirm.
3. I appear to be missing the original attachment packet in the LF folder. I was able to find the attached document
packet from a previous email chain - was this packet submitted as part of the 11/27/23 application submittal.
Are the attachments provided via email on 2/15 to DWR the most recent impact maps and associated
totals? Is there a buffer determination letter for this site?
4. It is unclear which table of use section you are proposing the buffer impacts and the final impact totals. You
have also provided an SOA for buffer mitigation but have answered D.6.e "No" for mitigation required. Please
confirm the table of use this impact is being proposed and the final totals below.
a. The PCN states temporary impacts to Bloomery Swamp of:
i. Z1- 1,006 sqft & Z2 - 685 sqft
b. The most recent impact map states:
i. Z1- 1,013 sqft & Z2 - 678 sqft
Please let me know if you have any questions.

Hi Adam,
I appreciate you sending the revised maps — I looked at the plan drawings and want to make sure I
understand everything by summarizing the proposed impacts.
I pact Type
W1 / Crossing 2
W2 / Crossing 1
Permanent (Fill/loss of wetlands)
20 SF (1 manhole)
36 SF (1 pier)
Permanent (Conversion of wetland
type)
3,296 SF (trenched)
5,040 SF (aerial line)
To calculate the total conversion impacts, we would subtract the permanent fill impacts:
3,296 SF — 20 SF = 3,276 SF
5,040 — 36 SF = 5,004 SF
3
The fill impacts would require 2.1, so that would equal 112 SF; therefore, total compensatory
mitigation would be for 8,392 SF (0.193-acre).
With the back and forth/plan revisions, will you please confirm this information is accurate,
specifically the impacts?
Thanks so much,
Emily

Hi again,
I'm not seeing the color shaded and/or hatched impacts on the project drawings — the impacts should also be shown in
a legend or somewhere on the page so that I can ensure the impacts are accurate (separating wetland loss vs.
conversion). The piers are considered a loss if those are what holds the aerial pipe in the wetlands. With looking at the
aerial, what does "trenched" mean (0.0761-acre) — I thought this project had conversion and impacts and some loss for
what is called the "piers"?
Thanks!

Please see that attached. All of the proposed data should reference the same. I submitted the old
version please reference the Figure 2b Nov 22, 2023 same profile, site plan and impact table on s

Hi Adam,
Thank you for the quick response. I believe you may be referring to the Wilmington District Regional Condition 0.02-
acre threshold for stream bed loss, but the forested wetland conversion thresholds are described in #10 Utility Lines
(attached):
d. Any permanently maintained corridor along the utility right of way within forested wetlands shall be considered a
loss of aquatic function. A compensatory mitigation plan will be required for all such impacts associated with the
requested activity if the activity requires a PCN and the cumulative total of permanent conversion of forested wetlands
exceeds 0.1 acres, unless the District Engineer determines in writing that either some other form of mitigation would
be more environmentally appropriate or the adverse effects of the proposed activity are minimal.
Where permanently maintained corridor within forested wetlands is 0.1 acres or less, the District Engineer may
determine, on a case -by -case basis, that compensatory mitigation is required to ensure that the activity results in
minimal adverse effects on the aquatic environment.
You may be aware, but the hierarchy is private banks and then DMS — please let me know if you have any questions
about compensatory mitigation.
I've cc'd Zach Thomas (DWR), so he's aware that the application is considered incomplete by the Corps until a
mitigation plan is provided. Zach, please let me know if you have questions about this project as well.
Sincerely,
Emily

Yes, ariel crossing. The NW 58 had us less than 2/10ths to avoid mitigation. I can aquire wetland
credits pretty quick. Sorry for any confusion.

Hi Adam,
I'm reviewing this PCN submittal and have a couple of questions/comments. I haven't seen elevated sewer lines in a
while, is the overall purpose of this to reduce impacts to aquatic resources or is this a better installation method for
other reasons? I also see no mitigation plan included in the PCN for the permanently maintained corridor through
forested wetlands (associated with a regulated discharge of fill material). The Wilmington District typically requires
mitigation at a 1:1 ratio for conversion impacts greater than 0.1-acre. Please provide a mitigation plan for these
impacts. Currently, the application is considered incomplete until the requested additional information is received.
