Please take a look at the attached screenshot of the last page of the submitted PCN. It shows the 'Raleigh Road West —PERMIT PACKET' as being an attachment under the miscellaneous section. If you only included the PCN form in the first submittal and no other documents needed for review, that is most likely why it was returned.
