I am writing to you on behalf of Mr. Charles H. Manning III, president of B. E. Singleton & Sons, Inc., 920 W.
Third Street, Washington, NC 27889. There are two NPDES stormwater permits assigned to B. E. Singleton
which need to be rescinded. Details are as follows:
• NCGO20654 is assigned to Whisenant Mine, mining permit #74-76, 700 N. Grimesland Road,
Washington, NC 27889, operated by B. E. Singleton & Sons, Inc. Mining has ceased at the site since
2023, and mine reclamation is being completed now, after which the operator will request release of
the mining permit. There has been no dewatering at the site for several years. The parcel was sold to
TDRMAR, LLC, PO Box 2046, Washington, NC 27889, on May 20, 2023. The current owner has no
desire to continue mining or maintaining the NPDES permit.
• NCGO20563 is assigned to an old Singleton mine site, possibly known as Martin County Pit, located at
1196 Mill Pond Road, Jamesville, NC 27846. The subject parcel was sold on March 16, 2018, to
Melbas Property Holdings, 595 Summer Street, 41h Floor, Stamford, CT 06901. This site is now known
as SE Sand, mining permit #59-27, which is primarily a solar farm. It is unknown by B. E. Singleton
if dewatering activity is taking place. B. E. Singleton & Sons, Inc. requests full rescission of
NCG020563 and takes no responsibility for dewatering activities at 1196 Mill Pond Road, Jamesville,
NC 27846, if any.
