Salisbury Street, Office 640E Raleigh, NC 27604 June 22, 2024 RE: Red Bud Solar Stormwater Management Administrative Review Kaitlin Peck, NEI Electric Power Engineering, Inc., is providing responses to the administrative review comments received from your office on 6/18/24. See NEI's comment responses below in blue. • 2x hard copies of the Application with the following corrections made(These items are required per 15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application): • Section IV, 7: Please list the project area(HQW area)for this project. This section has been updated to include the total acreage of all project drainage areas within the HQW area. • Section IX-It appears that Section III, 2a has been filled out, providing contact information for the property owner's name. Please provide the property owner's original, notarized and sealed signature in this section of the Application. The property owner's original, notarized signature is being provided as part of this submittal. The Griffin parcel is the only part of the project that is partially within the HQW area. • lx original, signed S notarized hard copy of the O&M Agreement Form (This item is required per 15A NCAC 02H .1042(2)(j)and per Sections V S VI, 3 of the Application).This form can be found on our website at the following address: https://deq.nc.gov/about/divisions/energy-mineral-and-land- resources/stormwater/stormwater-program/stormwater-design. Please note that a complete OSM Agreement Form will have 2 or more pages and uses macros to generate the relevant sheets based on the information entered into the cover page. NOTE: It is recommended to get a second copy of this form signed G notarized for the Applicant's records (it will be helpful when they go to record it with the Register of Deeds). A signed and notarized O&M Agreement Form is now included. • lx hard copy of sealed, signed, and date calculations relevant to the application's project. This item is required per 15A NCAC 02H .1040(2)(f) and per Section VI, 7 of the application. Red Bud Solar There are no permanent stormwater calculations included beyond the Supplemental EZ form.This project meets the requirements of a Low Density Development and does not require SCMs. • lx hard copy of official documentation showing that the Applicant is in good standing with the NC Secretary of State and showing the title and position information for the signing official (These items are required per 15A NCAC 02H .1040(1), .1042(2)(b), and per Section VI, 11 of the Application). This information has been provided by Blue Ridge Power as part of this submittal. • lx signed it sealed hard copies of the plan set(only 1 hard copy of the plan set was provided and 2 are required). It is noted that the letter of transmittal indicates that 2 hard copies were provided, but I only have 1 hard copy. Two hard copies are now included with this submittal. • 2x signed G sealed hard copies of a plan sheet showing the following corrected additions: • Existing site conditions.This item is required per Section VI, 8k G 8n of the Application and 15A NCAC 02H .1042(2)(g)(v). Existing conditions sheets CO3-00 through CO3-05 are now included in the plan set. • Project boundary delineation labeled with accurate bearings and distances (Required per Section VI, 8i of the Application and 15A NCAC 02H .1042(2)(g)(ii)). Bearings and distances have been added to the project boundaries on the Site Plan sheets CO2-00 through CO2-06. • Grading plan that outlines proposed contours and drainage patterns.This item is required by 15A NCAC 02H .1042(2)(g)((iv) 9(v)). Proposed permanent grading is shown on Phase III Grading G Erosion Control sheets C04-14 through C04-19.A drainage area exhibit with the HQW area boundary line, proposed grading, and flow arrows shown for clarity. • Details of roads, sidewalks, drainage features, piped collection systems, and the proposed stormwater controls. This item is required per Section VI 81 of the application. There are no permanent sidewalks or pipe collection systems on the project. Road details are included on sheet CO2-60. Phase III Grading G Erosion Control sheets C04-14 through C04-19 show all permanent roads and drainage features. Thank you for your attention in regard to this submission.
