George —thi4facility does not submit DMRs, as it's covered by a General Permit. There's no need to suspend
monitoring.
They should pay the annual fee each year to keep the CoC active.

Have Charles mark it as "inactive" and to not expect any further DMRs until such time as they are "active" again.

Flag was my term to indicate in BIMS that the system is 'not active' currently and therefore no monitoring is being
performed and shouldn't be expected to be submitted. This is a site that the State operates through contractors. The
system needs to be repaired and/or replaced as it needs to operate, but like all State agencies, there is a.process for
procuring contracts and equipment and it's tied to the money being available. As I understand it, the current State
contactor is to design a fix for the system and it will be operational again at some point, so they need to kelp the
CoC. We just do not need to be in the position of issuing an NOV because they are not sending in reports for a system
that is not operational. This is a high priority site with wells in the area so active remediation is needed. I don't believe
that we can change the designation in BIMs herein the region, hence Charles's involvement. We just need to tag the
permit as inactive until they get it operational again.

I am not sure what "flag" means in this email chain. If it means that we code BIMS as "inactive" and therefore not
expect monitoring reports, then I can support that.
If it means something else, please educate me so that we can collectively make the proper decision.

George —doq's DWM definitely plan to repair the system, or are they unsure if it will be repaired?
If they must repair and begin remediation again, even if they aren't sure when, they should maintain the CoC
If the future use of the system is in doubt, they can rescind it now. However, should they ever repair it and need to
discharge again, they would have to acquire a new CoC.
If they aren't;sure what the future holds,

Charles,
Concerning NCG510399, Looks like the remediation system is broken and we do not have a timeframe for when it will be
restored. There has been no monitoring. What are your thoughts?

I am so sorry to hear about your mother. Losing a parent is the most difficult thing I have ever gone through. Just take
things one day at a time.
It sounds like we just need to flag the permit at Isaac's in the database as inactive until the point that the sy tem is
redesigned and up and running again. I don't think I have permission to do that but will talk to the folks in entral office
who can. Then just let us know when it running again so we can get the monitoring requirements back on 4ne so the
inspector know what to expect if they visit the system. Depending on what S&ME comes up with we may need to
modify their permit so we may need to do a site visit at that time.
It was good to hear from you. My thoughts will certainly be with you in the upcoming days.

Hey Sherri!!! My life has been sorta crazy for the past couple of months. It started with my Mother sorta
sliding into a fall (wasn't a hard fall, as she tried to catch herself), but anyway, she ultimately landed in
rehab, was just 1 week shy of going back home when she started hurting in her abdomen and that sent
her to the ER on a Saturday night. Late Tuesday afternoon she was having an endoscopic procedure, and
Thursday (May 7), she passed away. That's the real `Readers' Digest' version. Things in my personal life
and here at work are slowing returning to normal, whatever'normal' is!!! O
Isaac's: What a mess. We inherited that treatment system that's currently there and we have put band
aid after band aid on it until it's finally just no good anymore. Then we had state lead contracts with a
company that gave us nothing but promises they couldn't keep and work they weren't qualified to do
(even though they said they were). We finally had to fire them. Then advertise for new contractors. We
are playing catch up with all the work the former contractor failed to deliver and trying to stay on top of
the new sites we get in.
I have assigned Isaac's to S&ME and we are currently trying to re -design what's up there beca6se it's
clearly not working, is a visual nuisance, and a danger to the children in the mobile home park; I have
received a proposal from S&ME for the re -design, but I want to ask them about another possible way to
treat that water draining out of the hill from Isaac's. I'll be glad to keep you informed. If you need to flag
the permit, then I understand. Let me know if you need more information from me right now.
Again, good to hear from you!!! And yes, I'm still here!!!!!

Hey Linda,
E
Hope you and doing well. I am trying to follow upon a groundwater remediation system that we have',permitted for
Isaac's Tire iq Watauga County. George Smith did an inspection back in May and it appeared that the system was
nonoperatioroal and no monitoring reports have been received. What is the status of this remediation? IF the system is
not operational and no monitoring is being performed, we probably need to flag the permit. Thanks.
