RE: Discharge Monitoring Report— February 2024 (First Semi-Annual Period of 2024)
Monroe Asphalt Plant
2318 Concord Highway
Monroe, Union County, North Carolina
General Permit Number NCG160000
Certificate of Coverage No: NCG160217
GRI No. 2433
Dear Ms. Kay:
On behalf of Boggs Materials, Inc. (Boggs), please find attached results of stormwater outfall
sampling that was conducted on February 12, 2024, for the Monroe Asphalt Plant facility in Monroe,
Union County, North Carolina. Water samples were collected from the outfalls SDO-1 through SDO-
5 by Boggs personnel on February 12, 2024, in accordance with the SWPPP and sampling
requirements of the permit. Water samples were analyzed for total suspended solids (TSS) and non-
polar oil & grease. The February 2024 sampling results indicated that there were no detectable
concentrations of oil & grease in any of the five outfalls. Although detectable concentrations of TSS
were reported in the five outfalls, the levels were below the permit levels. The Stormwater Discharge
Outfall Monitoring Report is included in Appendix A, the Stormwater Discharge Outfall Qualitative
Monitoring Report is included in Appendix B, and a complete laboratory analytical report is included
as Appendix C.
The next sampling event is scheduled to be conducted between July and September of 2024 during
a representative rainfall event. Please do not hesitate to contact me at (704) 845-4010 if you have
any questions or comments.
