Jusnes, Sr. Elizabeth Krige Veronica Hardaway Mayor Town Manager Town Clerk Post Office Box 278 • Angier, North Carolina 27501-0278 • (919) 639-2071 TO: Nathaniel Thornburg- NCDEQ- Non Discharge Branch FROM: Town of Angier- Jimmy Cook REFERENCE: Resending of permit # WQ0002638 and converting the Spray fields into a park The Town of Angier is requesting to convert the existing spray fields which is a part of the Wastewater Irrigation Facility permit number (WQ0002638) into a park by resending permit # WQ0002638. We are requesting to convert the 8-acre facultative lagoon into an equalization basin and add the basin to our current collections system (WQCS00183). We fill that having an equalization basin will help protect the environment by having options to divert flow in times of need. Flow will only be diverted into the lagoon when needed. No flow has been added into the lagoon for the last 200 days. The Town of Angier will maintain the 2 monitoring wells at the lagoon/equalization basin site. We will continue to perform annual monitoring as required in the original permit. We will contract with a vendor to professionally closeout the 3 monitoring wells that are in the spray fields. The solid set sprinklers will remain in place and be removed during construction of the new park. To maintain a 2-foot free board in the lagoon/equalization basin we plan to realign the existing force main to discharge into our collections system. The existing 8” force main that discharges to the spray fields will be abandoned at the new connection point. We will plan to concrete the end of the existing force main that discharges toward the spray fields. The new alignment of the force main will connect to existing gravity sewer located along Campbell Street. (see attachment) This flow will gravity into Pump Station # 6 then pumped to Pump Station # 9 then pumped to Harnett County’s gravity interceptor located along HWY 421 in Lillington. The Town is contracted with Harnett County to receive and treat its wastewater since 2010. This process will not create additional flow to the County that has not already been permitted. We will contract with MBD engineering to modify the current pumps and motor sizes to accommodate the new alignment. MBD will also provide a design for the new force main alignment that will connect to existing gravity sewer. When we have permission to proceed, and we complete the closure of the existing facility the Town will request a closeout inspection with the Regional Office. This will confirm that the decommission/closeout was properly conducted and there are no longer means of discharge into the existing spray fields. Town of Angier www.angier.org Robert M.
