The Town of Mount Holly is planning to expand their greenway trails upon the existing park facilities via a pedestrian crossing over the Catawba River. Additional paved trails and
pedestrian bridge are included in construction to accomplish this.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
Construction activities will include earthwork and paving of existing and proposed pedestrian trails. A causeway will be utilized to complete the construction of this project. Most of the trail
work will be performed away from river banks, but the pedestrian bridge structure's work will be performed closer to the Catawba River. Erosion Control measures, will be put in place
during construction activity to reduce sediment transport as much as practicable.

E. Impact Justification and Mitigation
0
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The purpose of the project is to construct new pedestrian walkways, pave existing gravel pedestrian walkways, and construct a pedestrian bridge to
cross over the Catawba River. Trail design is very similar to existing conditions, resulting in relatively low sediment disturbance related to the length of
the trail
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Impacts to the stream will result from construction activities required to construct the pedestrian crossing and it's accompanying boardwalk. A temporary
causeway will be constructed to elevate construction activities away from stream elevations, with large rip rap below to help trap sediment. Rip rap will
then be removed after the pedestrian bridge is constructed.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
Yes No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
Avoidance and minimization of waterway impacts were considered in design decisions for this bridge. The drainage impacts on the waterways nearby this project should be considered
insignificant
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
1. Diffuse Flow Plan
1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
Yes No
What type of SCM are you providing?
Level Spreader
Vegetated Conveyance (lower SHWT)
Wetland Swale (higher SHWT)
Other SCM that removes minimum 30 % nitrogen
Proposed project will not create concentrated stormwater flow through the buffer
2. Stormwater Management Plan
2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?
Yes No
Comments:
G. Supplementary Information

8. Flood Zone Designation (Corps Requirement)
8a. Will this project occur in a FEMA-designated 100-year floodplain?
Yes No
8b. If yes, explain how project meets FEMA requirements:
FEMA HEC-RAS model was downloaded from the FRIS website for the Catawba River. This HEC-RAS model was updated to include geometry
changes to river sections. A Bridge Survey Report (BSR) was completed to show a "No -Rise" SFC type, resulting in no change in the floodplain
