2- SUMMARY
The wastewater treatment facility is authorized to discharge into
receiving waters designated as Third Creek of the Yadkin-Pee Dee
River Basin in accordance with effluent limitations, monitoring
requirements, and other conditions as set forth according to NPDES
permit NC00098467. The town as a requirement of the current
NPDES permit; has been required to submit an annual summary of
the waste management plan. This will include an updated
implementation schedule and current compliance history showing a
continued 3 year trend of compliance.

i. The treatment system is an existing 0.27MGD wastewater Treatment
facility with the following components:
• Rotary bar screen
• Manual bar screen
• Flow splitter box
• Two oxidation ditches
• Two final clarifiers
• Disinfection basin
• Ultrasonic flow measurement station
• Aerobic digester with mechanical
aerator
ii. This facility is authorized to discharge into receiving waters
designated as Third Creek in the Yadkin-Pee Dee River Basin in
accordance with effluent limitations, monitoring requirements, and
other conditions as set forth according to NPDES permit.
The Town maintains a wastewater collection system consisting of
approximately 6 miles of gravity sewer, approximately 1 mile of
force main, 4 duplex pump stations and all associated piping, valves
and appurtenances required to make a complete and operational
wastewater collection system.

3- NOTICE of VIOLATION (3) YEAR HISTORY

There were (3) Notice of Violations received during this period.
On January 22, 2024 the town received a Notice of Violation for
"Monitoring Frequency". This was due to a missed weekly
ammonia effluent sample from November 2023. The effluent
ammonia bottle was missingfrom the sample kit supplied bythe
p pp
contract lab and was not noticed by the sample collector. There
has been a column added to our weekly checklist to hopefully
prevent future occurances.
The second Notice of Violation received on March 4, 2024 for a
failed "Whole Effluent Toxicity" (WET) testing event in December
2023.
The third received May 30, 2024 for a reporting violation for
failure to report Whole Effluent Toxicity results from March 2024
within the required 30 days.
*There was a non-compliant weekly effluent BOD result from
April 10th of 81.1 mg/l. This value seems to be an outlier
compared to the other effluent samples for the day and all other
BODs prior and after were single digits. This proposed outlier
closely mirrored the influent BOD result of 76 mg/1 for that day
and appears to have been a sample mix up from the contract lab.

MODIFICATION & IMPROVEMENT (cont)
1-After an internal review and conversation with
NCDWR it was decided an increase in MLSS/MLVSS
monitoring analyses combined with sludge blankets
and settlometers would be a more indicative indicator
for wasting. The MLSS/MLVSS is currently ran at a
weekly rate. Also, the town has priced equipment to
run TSS in house and considers this to be a more
reliable method for solids measurement.
2-Additional process monitoring for daily influent pH
and MLSS frequency doubled from biweekly to weekly.
3-The replacement of RAS/WAS pumps for clarifiers #1
and #2 was initially scheduled for February 2024 but
due to contractor delays this project is scheduled for
June 2024. Update - RAS 1 has been completed with
RAS 2 scheduled for June 24th. This should be
completed within one week of start with a new
completion target date of July 2024.
4-The wasting plan remains based upon process control
analysis such as sludge blanket levels, settlometer
readings and MLSS results. The town has doubled
MLSS sampling frequency from biweekly to weekly
and has cost estimates to purchase laboratory
equipment necessary for in house MLSS results.

5-The town has performed smoke testing and completed
repairs or replacement (if needed) as recent as March
2024. The smoke testing with repairs, will continue
and is considered an ongoing necessity to reduce I & I.
6-An operational Standard Operating Procedure (SOP)

has been developed (March 2024) to include plant
operational weekly/daily duties and instrument
calibrations. An operational checklist has also been
developed to assist with required sampling and
reporting events.
7- The permit revision of SIU Daimler has been
rescheduled from September 2024 to September
2025. This new date will allow the town additional
time to work with a newly acquired (July 2024)
pretreatment consultant for assistance with this
revision.
